ESEA: The Opportunity • Elementary and Secondary Education Act of 1965 - our nation’s major education law. • Reauthorized in 2001 as “No Child Left Behind.” • House and Senate committee leaders announced a bipartisan commitment to rewriting the law this year. • House and Senate committee staff are working over August recess to develop a bipartisan bill • Even if the draft bill does not move forward this year, it will lay the groundwork for reauthorization in the 112th Congress.

Pre-K in ESEA: A Sound Policy • Createa federal-state partnership to support and improve state pre-kindergarten programs. • Provide incentives for school districts to use Title I funds for high-quality pre-k – in coordination with state pre-k programs where they exist. • Designate high-quality pre-k as an option for turning around low-performing schools. • Promote alignment with the early elementary grades by including pre-k teachers in academic training and professional development with their colleagues in K-3, recognizing them as educators.
What Business Leaders Can Do • Tell your Senators and Representatives: • High-quality pre-k is the first step to education reform and must be included in ESEA. • It’s time for our nation’s landmark education law to reflect what rigorous research has proven to work. • A focused pre-k through third grade investment within ESEA would multiply the effects of other reforms. • The reauthorized ESEA should invest in an education strategy that saves taxpayer dollars that would otherwise be spent on grade repetition, on welfare payments, and on prisons.
