Uniform Exterior Lighting Code • One code applicable across entire city • Define standards measurable with simple tools – Sight, Luxmeter, Fixture Specifications, Measuring Tape • Ensure standards applicable to existing and future construction - fairness • Include education and prohibitions to promote compliance at time of purchase
Primary Goals • Increase travel and tourism • Improve driver safety and visibility • Increased use of energy-efficient sources • Allow residents and travelers darkness to sleep
Secondary Goals • Reduce light pollution – Sky Glow • Reduce future nuisance problems with exterior lights • Protect our natural resources – coal, wildlife, nighttime sky
What should be regulated? • Light shining where it is not needed or wanted • Glare • Intensity or over-lighting • Complex Installations such as Sport Fields
How can this be regulated? • Restrictions on light crossing the property boundary • Require shielding • Establish appropriate illumination levels for lighting districts
Restrictions on light crossing the property boundary • Reuse existing code with a 0-2 lux limit measured at any property line • Prohibit wasted light shining into the sky
Require Shielding • Shield light source from outside the property • Shield light source from above • Light Shielding - Shielding shall be installed so the source including light bulbs or diffuser or reflector is not visible from the property line or from above the property.
Establish Appropriate Illumination Levels • Define Lighting Zones • E4 - Areas of high ambient lighting levels • E3 - Areas of medium ambient lighting levels • E2 - Areas of low ambient lighting levels • E1 – Areas with dark landscapes • Define Maximum Total Exterior Light Output Standards
