Municipal Separate Storm Sewer Municipal separate storm sewer means a conveyance or system of conveyances (including roads with drainage systems, municipal streets, catch basins, curbs, gutters, ditches, man-made channels, or storm drains) • Owned or operated by a State, city, town, county, college or university… • Designed or used for collecting or conveying storm water; • Which is not a combined sewer; and • Which is not part of a Publicly Owned Treatment Works (POTW)
Municipal Separate Storm Sewer System Single buildings with stormwater runoff or a storm sewer that connects to a permitted Phase I or Phase II Municipal Separate Stormwater Sewer System (MS4) is not included in the Phase II Process at this time.
Municipal Separate Storm Sewer System Does Phase II apply to non-standard MS4s that discharge to another permitted MS4 (i.e., NCDOT, Charlotte, Durham, Fayetteville/Cumberland County, Greensboro, Raleigh, or Winston Salem)?
It Depends MS4 that connects to another permitted Phase I or Phase II MS4 may be subject to Phase II, depending on the activities, potential exposure, the degree of regulation at the site, the system of conveyance and/or the stormwater runoff impact.
Stormwater Management Plan • Public Education and Outreach • Public Involvement and Participation • Detect and Eliminate Illicit Discharges • Control Stormwater Runoff from Construction Activities • Control Post-construction Stormwater Runoff • Pollution Prevention/Good Housekeeping
