Proposed Framework- a new approach to “Embedding Advocacy” • Strategic advocacy implementation • Resources to support Partnership-wide embedding • Processes for scaling up advocacy resources and capacity • “Enthusiasm” for scaling up advocacy resources and capacity GOAL: to transform the Partnership’s approach to the way achieve impact through advocacy work.
Context Analysis • New Capacity Development function in A&JC • Leveraging Partnership Initiatives (e.g. PCR, GAM, One Ops/One Org, LEAP 3, Sponsorship 2.0)
Challenges to address with the Framework • Failure to link local advocacy to national impact • Weak mobilization of supporters • Soloing of advocacy, stand alone projects • Underutilization of program data for advocacy • Lack of understanding between advocacy and programming staff • Lack of partnership-wide understanding, purpose and focus of advocacy • Financial resources
Specific implications for WVC FY13: • Engaging with ICP Directors who engage across the partnership and will be asked to comment on the Framework FY14: • Participation as key SO in prioritizing embedding advocacy (e.g. October 2013 learning event) • Lead on # of identified NOs for advocacy capacity development support (e.g. Strategy, ADP support, project designs, staff training) • Financial and human resources contributed at NO level FY15: • Lead on next round of prioritized Nos • Financial and human resources contributed at NO level
Initial feedback from WVC P&A to A&JC • Very supportive of overall initiative and leadership taken from A&JC to ‘embed advocacy’ • Foresee challenges to overcome: • new ground in working directly with IPG processes and teams • M&E of Advocacy • Many ideas of ‘how’ advocacy should be done exist within the Partnership, consolidating to one “how” approach may take more effort than anticipated
