3. Success of Other PPC Stakeholder Efforts PPC stakeholders’ group for the Monongahela and Ohio Rivers (new construction)
In the FY07 President’s budget and the House Appropriation bill, there is:
$62.3M for the Lower Mon Improvement Program (New Construction)
$17M for Emsworth Dam (Emergency Repairs)
The House has added $1.3M for EDM study
Coordination with Waterways Council, Inc
4. Historical Problem Statement USACE’s O&M funding history for Locks and Dams over past 30 years
Aging infrastructure requires more M, but
Personnel costs have inflated, and O&M funding has been flat
USACE rationed O&M funds to high use rivers (tons, ton-miles on river)
Allegheny River has had little or no M over the past 10 years.
5. Recent Events USACE-LRP has taken a serious reduction in force
USACE-LRP and LRD have demonstrated leadership in promoting the need to consider “risk and reliability” factors in allocating maintenance funds
6. FY08 Guidelines USACE is expanding the criteria to:
“Must-have” basic service maintenance
Tons, ton-mile and average cost/ton-mile
Refuge, safety and security
Research and Development
Risk and Reliability
Consequences (if maintenance is not done) THIS IS THE AREA THE STAKEHOLDERS CAN HAVE THE GREATEST IMPACT
7. Next Steps After reviewing the condition of Allegheny Lock 2, CW Bill Young and Lock 4
Document what would be the consequences if any of these locks were out for an extended period of time
Determine if this group wants to be active in seeking additional funding for the maintenance of the Lower Allegheny
