  2. NORTH WEST PROVINCE • POPULATION: 3.6 million • Area in sq. km: 116 320 • + 60% rural • Shares boundries with Gauteng , Limpopo, Freestate and Northern Cape. Shares an International boundry with Botswana • Demarcated in 4 regions (Home affairs in 3 regions)

REGIONAL OFFICES • 3 REGIONAL OFFICES: MMABATHO KLERKSDORP RUSTENBURG • MMABATHO : BOPHIRIMA AND CENTRAL 1 regional and 7 district offices 7 Port Of Entries (3 Commercial) MPCC: Victor Tong in Morokweng 17 service points • RUSTENBURG: BOJANALA PLATINUM 1regional and 6 district offices 2 port of entries (international airport) MPCC: Lebotlwane village, two officials deployed twice per week 8 service points

  4. CONTINUES REGIONAL OFFICES • KLERKSDORP : SOUTHERN REGION 1 regional office and 4 district offices MPCC: Tshedimosetso in Ventersdorp two Official deployed Twice per week 6 service points • Busiest offices: Mabopane, Rustenburg, Klerksdorp, Moretele and Potchefstroom

  5. INFRASTRUCTURE • 9 Leased offices • 11 State owned offices • 1 Belonging to ACSA • 8 Ports of entry (State owned) • UPGRADED OFFICES IN 2004 • Pampierstad • Lehurutshe • Molopo • Mankwe • Rustenburg Regional Office moved to new premises

  6. VEHICLES • There are 102 vehicles in the Province including 6 mobile trucks. • . Only 62 vehicles are in good condition • The Province received 13 new vehicles during the last FY. • 9 vehicles are in a bad condition and need to be returned to Bedford View. • 3 vehicles were involved in accidents. • There are 15 serviceable (moderate condition) vehicles

  8. FINANCE:PROGNOSIS ON THE FINANCIALS: YEAR 2005/6 • Budget was controlled and spent accordingly. The previous budget (2005/6) comparing to current budget (2006/7), displays a significant difference. An increase of 26% of the previous Budget • The Medium Term Expenditure (MTEF) submitted (with a baseline increase by 17% for 2006/7) is present as folllows:

CHALLENGES • Human resources (Very serious challenge at our Border Posts) • IT skills low • Logistics (transport e.g. :NIB LDV’s) • Centralization of most functions (Including HR) • PERSAL thus rendering HR Dysfunctional in relation to HR Queries) • Skills (Human relation) levels low • access to services (citizens travel) • Marketing of products (public educ.). A post of Communication Officer to be filled

  19. CHALLENGESCONTINUES • Infrastructure( Border Posts) • Leadership (Supervision in offices) • Odi D/O: Location of Office (The Office to be situated nearer members of the Public). • Moretele D/O: Shortage of staff and resources

ACHIEVEMENTS • Computerization of 4 hospitals (on-line birth). • Reduction of IDs by half (See stats for total received against distributed). • 6 offices renovated (Pampierstadt, Luhurutshe,Molopo and Mmabatho. • Stakeholder relations (MOU with Social Dev). • Opening of 2 additional service points (Lekwa-taemane and Tigane) • Reward and Recognition ceremony (10 Dec 2004). • On-going training.

ACHIEVEMENTS CONTINUES • Advertisement of Provincial office posts • Acquisition of Office for the Provincial Manager and staff at Mafikeng. • Acquisition of Six Mobile Units for Service Delivery. • Operation Ikwadise helped the Department to reach the disadvantaged Communities. • NIB’s relation with stake holders made possible to intensify operations dealing with illegal foreigners.

  30. REQUIRED BUDGET • BUDGET FOR 2005/ 2006 = R64,310,000 (as against R61,311,000 requested) • ESTIMATED BUDGET FOR 2006 2007 = R67,306,000 • The Budget received for the Financial Year 2006/07 is R81,108,000

  31. COMMUNITY RELATIONS • Work in close collaboration with local municipalities. • The NGOs (HIV/AIDS structures), church leaders. • Volunteer organizations (pension paypoints). • Traditional authorities. • Exploring the utilization of Community Development Workers.

  32. IMMIGRATION SERVICES • The Province is endowed with eight (8) land Border Posts between RSA and Botswana and one Airport at Pilannesburg. • Three of which are commercial. • There are 62 immigration officers stationed at this ports.

  33. IMMIGRATION: PORTS OF ENTRY • Makopong P.C.O. • Bray P.C.O. • Makgobistad P.C.O. • Ramatlabama P.C.O. • Skilpadshek P. C.O. • Swartkopfontein P.C.O. • Kopfontein P.C.O. • Derdepoort P.C.O. and • Pilannesburg airport.

  34. MAKOPONG PORT CONTROL • This is one of the smallest Border Posts in North West, and there are only two departments represented there, i.e. SAPS and Home Affairs. • Two Immigration officers presently man this port. • There is no residential accommodation. • Office accommodation is shared with SAPS.

BRAY PORT CONTROL • One officer is appointed at this Border Post. • There is no official residential accommodation • The office accommodation is very small and equal to “ old SAPS vag Huise” • People are served through a window, and when it rains water go through said serving windows. The same happens when it is windy. • The are no toilet facilities. When the officer in duty has to answer to the call of nature, the border Post is closed until he/she returns.

  36. MAKGOBISTAD PORT CONTROL • Borderline jumping is prevalent at this area. • Six officers are appointed at this Border Post. • There is no official residential accommodation. Some officers travel from Mmabatho to Makgobistad daily • The office accommodation is not an ideal one, people are served through a window.

  37. RAMATLHABAMA PORT CONTROL • This one of the busy Port in the province. • There are four departments represented i.e. Home Affairs, SAPS, SARS and Agriculture. Representation of the Department of Health is also needed to deal with health matters, e.g. South African who visited malaria belt areas and not vaccinated returning home must be vaccinated before being allowed back, Now without port health official it becomes a risky business to be admitted without attended to by health officials. • There is no security overnight as SAPS members leave after closing time.

  38. SKILPADSHEK PORT CONTROL • Office accommodation is constructed with Asbestos which is of cause a health risk. The offices are shared by Home Affairs SAPS and SARS and operational space is very small. • Congestions experienced during months ends, Easter and Christmas holidays and doing other calendar events. • Congestion amongst others caused by acute shortage of personnel, slow MCS and inadequate working space.

  39. SWARKOPFONTEIN PORT CONTROL • The offices are very small with only one counter used for both entry and departure. • We do not have residential accommodation; some officers are accommodated at Kopfontein Border post which is about 60km away. • Water through bore whole, sanitation through septic tank. • Our office does not have telephone line, and the official cell phone allocated does not help much because of bad signal reception.

  40. KOPFONTEIN PORT CONTROL • Office building is shared with SAPS , SARS . • Congestions and delays influenced by calendar events e.g. Easter holidays • Congestion amongst others caused by acute shortage of personnel, slow MCS and inadequate working space

  41. DERDEPORT PORT CONTROL • One building shared with SAPS • Home Affairs allocated one small office • Four Immigration Officers are presently manning the this Port control office

  42. PILANESBURG AIRPORT • Airport building. • Limited space for both and entry and departure • There are no housing accommodations.

  45. IMMIGRATION: PERMITING • Permits are dealt with at three (3) regional Offices. i.e. Tlhabane, Klerksdorp and Mmabatho. Temporary Residence Permits are finalized at the above named offices while Permanent Residence Permits are finalized at Head Office. • The biggest challenge with regard to extension of Temporary Residence Permit is that one of the requirements to be submitted is police clearance certificate. Now if one takes a student who enrolls for a four year cause were the maximum period given for Study Permit is Three years, then it means that the student must submit a police clearance from the country of origin to get extension for the last year. Because of the distances many do no satisfy this requirement and at the end no extension is made. • Finalization of the application for Permanent Residence Permits takes longer than expected its

IT PROJECTS • IT contributed positively to the birth of OPERATION IKWADISE project were Birth Certificates were issued on the spot and other departmental services. • BAS PC’s were installed in all NW Offices. • IT Forum team (which consist of each Office Officials excluding Ports of • Entry) was established in order to reduce IT related problems encountered in our Offices. • VPN firewalls were installed in the following Offices :-Rustenburg,Taung,Lehurutshe and Ganyesa. • 8 PC’s for Incident Management were installed in the following Offices :- Kopfontein,Pilanesberg POE, Rustenburg RO and Mmabatho RO.

IT Continues • NETWORK INFRASTRUCTURE AND OFFICE COMPUTERIZATION • New Wolmaranstad Service Points was fully computerized. • New Moretele Office was computerized. • Additional Data Points and re-cabling of Data Points were done in the NW Offices. • Brits Hospital was fully computerized. • Tshedimosetso MPCC (in Ventersdorp) Data points was installed. • Datelines were installed in Kopfontein and Pilanesberg Ports of Entry.

  50. Computers in the Prov • 120 PC’s ,25 HP Printers and 33 OKI Printers were dispatched in all different NW Offices. • Province manage to acquire 4 Laptops. • Province manage to acquire 5 HP Office Jet 4 in one Color Printers. • 72 Old PC’s were replaced with New Pentium IV.
