GOAL OF THE PROGRAM The goal of the disability program within DSD is improved quality of life for people with disabilities through accessible developmental social welfare services.
OBJECTIVES OF THE PROGRAMResearch Development of policy & legislative framework Research Desk Top Study on the social needs of people with disabilities • Research agenda developed inconjunction with the disability sector • Research out sourced • Service provider (DART) appointed to conduct and analyze relevant available data (Desk Top)
OBJECTIVES OF THE PROGRAMResearch - Comprehensive report developed, highlighting with age cohorts with key recommendations • A report back workshop to the sector to be arranged, to inform the development of the implementation plan of the findings • Final report is awaiting approval by departmental principals
OBJECTIVES OF THE PROGRAM Research - Database on services and facilities for people with disabilities • A sub-program within the research program • Database on services and facilities for people with disabilities developed • To be developed into a web page that will be integrated with DSD website.
OBJECTIVES OF THE PROGRAM Research • A directory of services has been generated from the database • Copies of the directory will be printed and distributed to provinces and stakeholders.
OBJECTIVES OF THE PROGRAMPolicy Framework on Disability • Disability consultative workshop, held on 10 &11 May 2004reaffirmedthe need to develop the policy on disability • It is an inwardly and externally looking policy that seeks to provide strategic guidelines on the mainstreaming and integration of disability within social development practices.
OBJECTIVES OF THE PROGRAMPolicy Framework on Disability Main purpose of the policy: • To build an integrated service delivery system that will be responsive to the social needs of People with Disabilities • To facilitate the development of guidelines,strategies and programs that will enhance the integration of disability issues into existing departmental policies, strategies and programs

OBJECTIVES OF THE PROGRAMPolicy Framework on Disability cont… • To provide a basis to undertake research to ensure the development of new knowledge on disability, to assist in the development and co-ordination of inclusive social programs and services • Policy approved by EXCO, for presentation at HSD • The macro costing of the policy has been finalized
OBJECTIVES OF THE PROGRAM Policy Framework on Disability cont… • Due to the unreliability of statistics that resulted in continued insufficient and inaccurate data, a second phase of micro-costing at provincial level was initiated • Actual implementation strategy, highlighting key roles of key departments will be developed in the next financial year
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Integrated Policy Guidelines on the management of Protective Workshops • Consultations with the relevant stakeholders (including the OSDP) were facilitated and the policy was developed. • Main aim of the policy is to ensure greater consistency and uniformity in the management of protective workshops
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK The main objective is to create a framework for the establishment and management of social services, health services, skills development/capacity building and business units
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Intended outcome of the policy is an integrated social support services, development and delivery of comprehensive, quality services that contribute to the development and empowerment of people with disabilities within workshops, promoting their self-worth, self sufficiency and self-reliance.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK • - A development/transformation model • highlighting key issues for the development of • the protective workshops, has been • developed and integrated in the policy • A round table discussion with the technical • team (key stakeholders) has been organized • to discuss the development of a co-ordination • framework for the costing and implementation • of the policy
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK An implementation plan, developed in consultation with key partners, i.e. the OSDP in the Presidency and Thabo Mbeki Development Trust for Disabled People, will be used to pilot the policy.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Policy Guidelines on Residential Facilities for People with Disabilities • Guidelines (draft), has been developed with inputs from the disability sector and provincial disability co-ordinators within provincial department of DSD. - The guidelines will be used to enhance the restoration of dignity, and respect to people with disabilities within residential facilities.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK The guidelines will be consulted in all nine provinces targeting the disability sector and key departmental representatives, to ensure that it is an inclusive and a co-ordinated effort towards implementation.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Policy Guidelines on Social Rehabilitation for People with Disabilities Dealt with in a two pronged approach: • Strategy on Support Services to Children with Disabilities and • Rehabilitation Service to People with Disabilities
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Integrated Strategy for the Support Service to Children with Disabilities • Strategy provides strategic guidelines in the implementation of all departmental prescripts on children. • Provide support and guidance on the inclusion of disability in the implementation of the departmental prescripts on children.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Serve as a mechanism to draw resources inter- sectorally for the development of children with disabilities.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Rehabilitation Guidelines for People with Disabilities - A discussion document on Social Rehabilitation Services to People with Disabilities has been developed. - This will be used to ensure the rendering of rehabilitation services to disabled people to help them to reach and maintain their functional levels.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK - The document addresses rehabilitation in four levels of services catering intended for different levels of disabilities: Primary , secondary, tertiary level and special rehabilitation. - The document will be extensively consulted within the nine provinces, culminating in a national consultative workshop
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Minimum standards on residential facilities for people with disabilities • Minimum standards developed to assist the facilities to standardize services, facilitate transformation and improve the quality of services • This has been approved by DSD EXCO and must be costed to ensure resource allocation required for implementation.

IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Development of capacity building manuals • DSD has embarked on a process to develop training manuals for the policy on disability and the minimum standards on residential facilities. • The manuals will ensure that service providers within the field of disability, inclusive of the disability sector are trained on the policies, and that uniformity on service provision is maintained.
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Participate in the IDCCD structure co-ordinated by the OSDP in the presidency • DSD has standing membership on the Integrated Departmental Co-ordinating Committee on Disability co-ordinated by the OSDP in the Presidency • This enables DSD to maintain progress with the development trends on disability within the country, to provide progress to the counter parts, exchange and share information on the programs of the department on disability
IMPLEMENTATION STRATEGIES RELATED TO THE POLICY FRAMEWORK Facilitate provincial disability coordinators task team • The Directorate facilitates quarterly meetings with the disability coordinators who are disability program managers at provincial departments - Role: Capacity building in a form of presentations from sister departments and disability organizations to enhance a better working relationship between government and the disability sector
CHALLENGES • Insufficient resources to implement programs - Challenge in the integration of services with key line functions and sister departments - Lack of appropriate legislative framework to register facilities and services to people with disabilities End. Questions?
