  3. Function: Gives the Environmental Protection Agency the ability to control hazardous wastes. Examples include generation, transportation, treatment, and storage. A comprehensive underground storage program has been achieved to keep such environmental issues under control. The agencies responsible for this regulation and the enforcement of the law are the Department of Toxic Substances Control and the EPA (Environmental Protection Agency).
