Proposal for 2016 focusing on psychiatric care reform, mental illness prevention, and e-health strategies to improve public health outcomes. BriefProgramme CZ11 Description • Programmearea 27: Public HealthInitiatives • Programme CZ11 Public HealthInitiatives • Allocation: 19 180 000 EUR • The global target of the Programme is „Improving population health and reducing inequalities in access to the health care“ • ActivityI.: Psychiatric care • Activity II. : Health care forchildren • 3 Pre-definedprojects, 26 projects (open calls), 62 sub-projects (small grant scheme)

  4. 1. PsychiatricCare Reform Reason: Mental hospitals are materially and technically outdated. Mental health care is underfinanced, services network is unevenly distributed with unequal conditions for careproviding, outpatient psychiatrists are overloaded, community care isweak and is not systemically supported Process: The document "Strategy for the reform of mental health care" – 10/2013 The document "National Plan of care for people with mental illness" - strategy implementation - transformationto the tactical plan, communication, coordination, ensuring andallocation of resources, strategiesadaptation Strategy Implementation - implementation of individual projects ensuring the achievement of results - to2020

PreventionofMentalIllness Anessentialpart of the mental health caresystem Objective: to interveneor to take precautionary measures to reduce risksand maximize protective factors in mental health care To Protect, promote and maintain emotional and social well-being and create individual, social and environmental conditions that enable optimal development of mental health. De-stigmatizationisalso a part ofeducation and prevention Situation in CZ: lack of systematic support for the prevention inmentalhealth care

  9. Context with the Programme CZ11 Prevention (particularly secondary and tertiary)ofpsychiatric illness is a possible part of ActivityI. Psychiatric Care. Certain forms of preventive activities are partsof the mostof approved projects and sub-projects. Isnot established as a separate sub-activity (except De-stigmatisation).

E-health – Electronisationof HealthSector E-health - the use of information and communication technologies (ICT) for health Provides: Interaction between patients and health providers Communication between health care professionals, medical facilities and patients Electonisationincludes specialized information systems, electronizationof health records andhealth care, telemedicine, personal, portable and mobile communication systems for monitoring and staffsupport

Context with the Programme CZ11 E-Health isnot apart of the activities supported by ProgrammeCZ11 Given the importance of the issue and present solutions from the most European countries itwasdecided to include this topic Electronisation in the Czech Republic is a part of the National eHealth Strategyon health promotion and disease prevention: The Action Plan no. 11 Electronisationof Health
