The Early Warning can be defined as a warning, a warning signal to inform officials and the public. • The role of CRH as auxiliary pouvpoirs public in the humanitarian field refers to the rapid dissemination of information on disasters threatening the institutions and the general population. • It is therefore the pivot action of the DGC. It links between preparedness and response. • Its role is to inform managers of all levels to be prepared to take action.

TRANSMISSION / DISTRIBUTION OF INFORMATION ON ALERT It's about using all existing means of communication through an awareness campaign called "KouriVwazen Di W": E-mail, Spot Radio / TV, billboard, brochure, poster, Téléphome, Network Relay GRD / Humanitarian ...However, the authority (institution) responsible for the transmission / distribution of information is previously defined in each stage of alert (green, yellow, orange, red) and the contingency plans of each of the struture National DRG system and manual emergency operation of the HRC. The audible and visual means are often considered / used to strengthen the system:                  Flag, balloon, Conch Sound, vaccinia, whistle, bell, house search         community meeting ... NB: when the capacity of dissemination or communication of a structure is affected or damaged surrounding structures can help. REGIONAL • Between 72H and 48H ~ before the arrival of the phenomenon • PREPARING CORPORATE & COMMUNITY • + Dissemination of awareness messages and alert via SMS, Word of • Mouth, sound truck ...Administrative decisions. - Weather forecast heavy rainfall / or arrival of a low pressure system (storms, cyclones).- Attendance at DUOC  Conveying information to local committees.- Deployment of community health and other volunteers.

  6. LOCAL & COMMUNITY • Between 72H and 48H ~ before the arrival of the phenomenon • COMMUNITY+ Dissemination of awareness messages and warning, Word of Mouth. Weather forecasts of heavy precipitation / or arrival of a low pressure system (storms, cyclones). - Meeting with local authorities- Deployment of community health and other volunteers.- Support for EIC - Transmitting the information to the public

Chain of Communication • Information vector of warnings: Phones, SMS, email, VHF / UHF, Satelite telephone, radio spots, sound truck, megaphones, word of mouth, flag ...Intermediate: • National: DPC / Movement Red Cross (HRC, IFRC, ICRC and other PNS) / OCHA, NGOs / Community Groups) • Regional: Technical coordinator of the CPD, Regional Committees of CRH (President, Risk Management Focal Point) and sister National Societies / NGOs / Local Associations • Local: Committees of the communal PC / Local Committees of CRH (Kouri Relais Di Vwazen'w and CLD) / Municipality / NGOs / Community Groups / Volunteers Tet Kale • Community: Committees of the local PC / CASEC / Community Response Team / Brigades of the PC / Local Associations • Population

WEAKNESSES • Sounds different from one community to another. • The way, the manner and timing to transmit the passage of an alert level to another is not defined. • The use of fagnons not sufficiently widespread. • Some community tools are not yet controlled: conch, drum, ChwalTet, the bells of the churches
