This project aims to assess risk management capability by identifying gaps in the Baltic Sea Region (BSR). It builds on previous scenario descriptions and national risk assessments, and follows EU guidelines on risk management capability assessment methodology.

Task C: Background • Builds on the project EUSBSR 14.3, where six scenario descriptions were produced (Extreme weather/storm, Flooding, Forest fire, Pandemic flu, an Accident at Sea and a Nuclear accident) • These scenarios can all have cross-border dimensions of risks. • Most participating countries have finalized, or are in the process of finalizing, national risk assessments in accordance with the EU Risk Assessment and Mapping Guidelines for Disaster Management

  4. Task C: Background • We wish to develop assessments of risk in close connection to assessments of capability. • Some methods have been suggested and tested, examples UK, Netherlands, Sweden • EU has produced a Guideline on Risk management capability assessment methodology

Action items Task C • C.1: Task C kick off • C.2: Preparation and dissemination of questionnaire on capability assessments in BSR  • C.3: Seminar No. 1 on National Risk Management Capability Assessments and Guidelines/ Indicators • C.4: Preparation a draft report on national capability (and risk) assessments and related challenges in the BSR • C.5: Seminar No. 2 on National Capability (and Risk) Assessments, Challenges and Opportunities in the BSR (Vilnius, Estonia in November) • C.6: Final Seminar of Task C and D (Lithuania, aug 2016) • C.7: Final report and conference on the Project 

  6. Task C: Earlier work • EU Guideline: Draft document „Risk Management Capability Assessment Guidelines“. Includes a suggestion of a questionnaire. • Sweden: „Risker och förmagor 2013“ (Risks and capabilities 2013). They also have 2014 version • Iceland: Soley Kaldal´s system based work on capability assessment in the Arctic • UK and Netherlands:

EU: Risk Management Capability Assessment Guideline • Assumed that a National Risk Assessment Plan has been produced • Risk management capability is assessed in terms of 1) technical, 2) financial and 3) administrative capability, at local and/or national level • Carry out adequate a) Risk assessment, b) Risk management planning for prevention and preparedness, c) Risk prevention and preparedness measures • Questionnaire: a)1-16, b)17-32, c)33-51
