Keep it light and interesting. • Introduce yourself • Pool layout and features • Jurisdiction • DQ protocol & processing • Stroke and turn expectations • Deck Ref and Starter expectations • Swimmers with disabilities • Relays and ballots • What to do with protests • Provisional forms • Deck assignments and rotations • Seek questions • Gather all timers before the meet start and review the following. Keep it light and interesting. • Introduce yourself • Where to stand • When to clear your watch • When to start your watch • What to do with a malfunction • What to do with the 3rd decimal place • Best practices for the scribe • Make sure you have the right swimmer • Let them know the meet will be moving fast!

Referee Lecture Referee Best Practices…. • Purchase a whistle! • Ensure all officials are in position before starting each heat • Ensure the course is clear before starting each heat • Provide the starter with a clear whistle blow • Closely observe each start • During each heat spend most of your time observing your officials for an infraction • Note each heat you launch on the referee heat sheet • Note all infractions + lane number on the referee heat sheet • Note all “no shows” or empty lanes • Be aware of rules for swimmers with disabilities • Keep a rule book in your pocket • Always remain calm, no matter the situation • Keep the meet moving • Keep an eye out for any and all safety issues!

Situation 1 - Referee SITUATION: During the 50yard backstroke (a) a backstroke flag line breaks and two swimmers stop when they make contact with the line; (b) a lane line breaks and interferes with a swimmer. In both situations, the referee stops the event until repairs are completed and the swimmers have recovered, then re-swims the event.

  37. Situation 1 - Referee RULING: Correct procedure. COMMENT: If equipment cannot be repaired in a timely manner, the team representatives should discuss alternative arrangements for completing the meet at another facility or postponing the meet until repairs can be made.

  38. Situation 2 - Referee SITUATION: Prior to the beginning of the meet, the visiting team representative notices that black target lines are not present on the end walls of the pool. The team representative… • declares the pool to be non-standard and insists on moving the meet to their pool; or • refuses to swim unless towels are hung as targets.

  39. Situation 2 - Referee RULING: • End wall targets are recommended equipment only, and are not required. Therefore, their absence does not constitute a non-standard pool. • the referee is only required to hang towels (or other suitable markers) if the top edge of the pool lacks a contrasting color (e.g., a single row of tiles).

Situation 3 - Referee SITUATION: The referee informs a competitor that she cannot compete wearing a cap with: • a local USA swim club logo; • a college insignia or logo; • numbers; • a 2” X 3” American flag; • the manufacturer’s logo or trademark; • her NWAL team’s logo/mascot/name; • another NWAL team’s logo/mascot/name.

  41. Situation 3 - Referee RULING: (a), (b), (c), (d), (e), (f) and (g) are legal. Note however that with (g), while all are legal caps, the meet referee can deem any cap to be unsportsmanlike and request that it be removed or turned inside-out.
