Plans and Schedules • Examples of additional requirements: • The owner shall submit a Manure Management Plan, for review and approval, to the county by {date}. • Discontinue the use of open lot # 3 and complete proper closure by {date}. • Construction and/or installation of protective or corrective measures identified in Part B.1 shall be completed by {date}. • Final Compliance Date (permit expiration)
B. Plans and Schedules • 1. Plans and schedules to eliminate the pollution hazards identified in Part A.1. have been developed and submitted to the MPCA. • 3. The Permittee is authorized to construct a 50’ x 200’ total confinement barn as proposed in the Permit Application. The total confinement barn shall replace all open lots at the facility. • 4. The Permittee shall close the open lots within 60 days of the completion of the proposed total confinement barn. Closure shall include the removal and land application of manure from the open lots. • 5. The Permittee shall prepare and submit a Manure Management Plan to the MPCA by September 1, 2012. • 6. Construction of the final protective or corrective measures shall be completed by October 27, 2012.
C. Operation and Maintenance • 1. Template • 2. Additional O & M deemed necessary • Until a runoff control plan has been developed and implemented, the existing open lots shall be cleaned regularly to prevent manure build up. • All solid manure that discharges from the open lots to the adjacent pasture shall be removed and kept clean throughout the year. This practice shall start immediately. • Manure shall be scraped, hauled, and field applied at agronomic rates from Open Lot # 3 prior to abandonment.
C. Operation and Maintenance • 2. The Permittee shall regularly clean the open lots by scraping and hauling manure not less than once per month, including removing snow and manure-contaminated snow from the lots, until a permanent solution to the open lot discharges is implemented and fully operational.
D. Reporting • 1. Enter reporting timeframe. • Progress report on Schedule of Compliance • Example – 14 days • Discontinue the use of open lot # 3 and complete proper closure by March 1, 2014. • Expectation the producer would notify the CFO that the open lot has been abandoned. • Receipt of a requested submittal is the report
D. Reporting • 1. No later than 10 days following each required submittal date identified in this permit, the Permittee shall submit either a report of progress or, in the case of specific actions being required by identified dates, a written notice of compliance or noncompliance. In the latter case, the notice shall include the probability of meeting the next scheduled requirements. The reports shall be submitted to the MPCA office indicated on the cover page of this permit. • 2. The Permitee shall report to the MPCA by the 5th day of each month reporting the amount of manure removed from the open lots. • 3.
