THE EDUCATION SYSTEM • THE SPANISH EDUCATION SYSTEM…. • IS DEFINED BY THE MINISTRY OF EDUCATION AND SCIENCE • HAS A UNIFORM STRUCTURE ALL OVER THE COUNTRY • HOWEVER, EVERY AUTONOMOUS REGION (Cantabria amongthem) DEVELOPS AND FITS THIS STRUCTURE TO ITS OWN PARTICULAR NEEDS
THE EDUCATION SYSTEM • Tosimplify, we can divide theeducationoffersintothreelargesections: • COMPULSORY EDUCATION • NON-COMPULSORY EDUCATION • SPECIALISED EDUCATION (Fine Arts&Languages) • In Cantabria, theauthority in charge of theEducationSystemisthe County EducationDepartment (Consejería de Educación)
COMPULSORY EDUCATION Appliestoages 6-16 1) PRIMARY SCHOOL (6-12)) -- Dividedintosixcourses 2) COMPULSORY SECONDARY EDUCATION (12-16) -- Dividedintofourcourses. In everycoursethere are commoncompulsorysubjects as well as optionalsubjects

NON-COMPULSORY EDUCATION • Istheeducationofferedbefore and afterthecompulsoryschooling • 1) Before: PRE-SCHOOL EDUCATION (ages 2-6) • 2) After: • BACHILLERATO • VOCATIONAL TRAINING • UNIVERSITY

STUDENTS WITH SPECIAL NEEDS • In oureducationsystem, weunderstandthateverystudent, anymomentduringhis/herschooltime, mayneed more helpthan usual toachievehis/herobjectives in school. • Somemeasuresfortheseneedsmaybe: totake extra lessons, tolearn in samllergroups, etc . • Butsometimesstudentshaveeven more specific needs, such as hendicappedstudents, students whohavejoinedschoolvery late orstudentswho don´tspeakSpanish. COMPENSATORIA and PCPI are considered as some of thespecificProgrammestotakecare of thesestudentswhohavespecialneeds in thesensethattheyhaven´tachievedyetthegoals of compulsoryeducation in the “normal way”. Thus, they are considered as YOUNG PEOPLE AT RISK.
REASONS WHY SOME YOUNG PEOPLE ARE AT RISK • General reasons: badeconomicsituation, economic crisis, veryhighunemployementrates, especiallyamongyoungpeople (more than 50%). • Social and familyreasons: defavorisedbackgrounds, rural areaswithfewoportunities, low cultural level. • Geographic and cultural reasons: isolation of somevillages, importance of veryspecificprofessionalareas. • Schoolreasons: integrationdifficulties, bullying. • Personal reasons: lack of motivation, lowself-steem, difficulties in learning, badcompanies, alcohol, drugs.
COMPENSATORIA Programme • ThisisanextraordinaryProgrammethatmaybedeveloppedby a HighSchool in case there are studentswhohaveallthefollowingconditions: • Families&backgrounds in social disadvantage • Seriousrisk of dropout, non-attendancetoschool and/or social exclusion • Tohaveanacademicdelay of at leasttwoyears • Tohavepreviouslyreceivedordinarymeasuresthathadn´tbeenenoughtocompensatehis/herdifficulties
(Compensatoria Programme) Thendifferentstepshavetobefollowed, such as Psicopedagogicalevaluation of thestudent (bytheGuidanceDepartment), informationtofamilies, as well as positive reportbytheEducationalInspectionService. The target group are 1st and 2nd courses of CompulsorySecondaryEducation.
(COMPENSATORIA Programme): WHAT DOES THE PROGRAMME CONSIST OF? • Thestudentscreateanspecificgroup (8-12 studentsnormally) forsomesubjects, (Language, Maths…) plus 1hour of specific tutorial activities, as well as social and emotionalskillsworkshop. (21 hours) • They are withthe general groupfortherest of thesubjects,(Music, Technology. (9 hours) • These 21 hours are organised in a differentwaythan normal, bycreating global groups of learning (Social and LanguageArea, Maths and Sciencearea), using a more global approachtosubjects, as well as adaptedmaterials, methodology and strategies. • Theytendto do more teamwork, as well as projectworking. • Evaluationisalsoadapted, itis a continuous and formativeprocess.
(COMPENSATORIA Programme) Theyalsohavesomekind of workshop, withpracticaljobmainly, whichisveryimportantfortheirmotivation. Theschool can chooseamongmanydifferentitems: computers, gardening, car repairing…
COMPENSATORIA Programme: summarisingthemainobjectives Toavoidtheirdropout. Fromthesystem. Toimprovetheirlearning as well as social and affectiveskills. Tofavorisetheiracademicprogressthroughdifferentmethods of teaching. Topermittheirintegration in theeducationsystem, eitherthrough a “DIVERSIFICACIÓN Programme”(similar structureto Compensatoria butfor 3rd and 4th year of CompulsoryEducation) or PCPI (First Professional Training Programmes).
FIRST PROFESSIONAL TRAINING PROGRAMMES (PCPI) • Target group: youngpeoplebetweentheage of 16 and 20 whodidnotachievetheSecondaryEducationDegree. • Objective of theprogramme: toprovidethesestudentswith a basic and professional training whichallowsthemtoeitherjointheworkforceortobeghinfurtherstudies. • Onfinishingtheprogramme, the centre willissue a certificatewheretheamount of hours and theobtainedqualificationswillbeshown. • Thiscertificategivesaccesstojobmarket and toMedium-Grade Vocational Training afterpassinganaccess test.
