ExperienceinConformityAssessmentofProductsandServicesforRussianNPPsandOverseas NuclearPowerPlant New Builds • Since 2007 therehas been NP-071 standard,a documentofRostekhnadzor(theregulatorybodyofRussia), in Russiawhichdeterminestheneed for conformity assessmentofequipmentandservices. • Thedocumentdefinesfourformsofconformityassessment: • - Testing • - Acceptanceofequipment • - Certification • - Statesupervision • Therequirementsofthisdocumentapplytoequipmentanditscomponentsrelatedtosafetyclasses 1, 2 and 3(systemsandequipmentimportantforsafety)

Onthebasisofthisdocument,the RussianUtility(Rosenergoatom) developed a document,RD EO1.1.2.01.0713-2007,thatclarifiedthespecificfeaturesoftheseformsofconformityassessment, participants, scopesofapplication, deliverabledocuments,etc. Both Russian and foreign enterprises had these documentsin placeas a guidance for conformityassessmentduring development(design) andmanufactureofequipmentforRussiannuclearpowerplants. Therequirementssetforthinthesedocumentswerealsoappliedfor comformity assessment of equipmentforforeignnuclearpowerplants (Belarus, China, India).

Conformityassessmentintheformoftests Basically, thisformofconformityassessmentisusedinthedevelopmentandtestingofnewequipment, sincemaincharacteristicsof serialorwell-knownequipmenthavealreadybeendefinedorconfirmed. Atthisstage, fullscaletestsarecarriedout, includingtestsforreliability, operability,andtakingintoaccountenvironmentalconditions, operatingtemperatures, pressure,etc. Requirementsfortest procedurearesetinRussian GOST 15.201 andotherRussianstandards. Intheabsenceofnecessaryrequirements, a testprogramisdeveloped, agreedwiththedesignorganizationsandapprovedbytheCustomer.

Theresultofthisformofconformityassessmentistheapprovalorconfirmationoftheequipmenttechnicalrequirements (specifications) Inaccordancewiththe Russian standard(GOST 15.201),testsareconductedwiththeparticipationoftheCustomer, theprojectorganizationandcontractor. Ifitisnecessary,the Customermayassign anauthorizedorganizationtotakepartinthetests.

Conformityassessmentintheformofacceptance Basically, thisformofconformityassessmentisusedinthemanufactureofserialequipmentandequipmentwith design, technologicalandoperationalexperience(referenceequipment). ThemaindocumentconfirmingthefulfillmentbythemanufacturerofsafetyanddesignrequirementsistheQualityPlan (inourcase, theInspectionandTestingPlan). Theteststhatarecarriedoutbythemanufactureofthisequipment, as a rule,arestandardanddescribedintherelevantdocuments. Acceptanceofequipmentiscarriedoutbyanauthorizedorganization, ifnecessarywiththeparticipationofthecontractorandthecustomer.

  11. 3. Conformityassessmentintheformofcertification • Conformityassessmentiscarriedoutunder a separatelawandprocedures. • 4. ReceivingInspection • Receiving inspection is conducted to verifythecompletenessoftheequipmentandthedocumentationatthesite. • - electroniccontrolofdocumentation • - transportationofequipment • - Visualinspectionandtestingofequipment (ifnecessary) • Receiving inspection procedure is defined in the Utility’s documents.
