Republic of Argentina OBJECTIVES • Argentina is interested in the active participation within the Collaborative Project (CP) on “Development of a Global Architecture for Innovative Nuclear Energy System (INS) based on thermal reactors with the inclusion of a closed nuclear fuel cycle (GAINS) under the INPRO project . • Create a framework for simulation a transition to an architecture of global INS based on thermal reactors. We are open to regional INS with any South American country. • Participate in specific issues like safety, waste management, proliferation resistance and economics. • Provide for decision making an overview of economic, technological and institutional incentives for closure of nuclear fuel cycle. • Consider promising areas for collaborative activities in R&D, to enhance nuclear penetration to the world energy market.
Republic of Argentina STAGE 1: Selection Scenarios For Nuclear Power Deployment and Components for the INS ‘CNFC’ • Argentina will re-evaluate INPRO Assesments in three national scenaries: low, medium and high nuclear energy penetration. (3000, 6000 & 8000 MW in each case). • In all cases is interesting we can identify a representative set of current and innovative thermal nuclear reactors and installations of nuclear fuel cycle to be modeled in the Study (Ex. CAREM for small reactors). • Argentina will cooperate in the selection of global scenarios. • Study the Argentine transition between open fuel cycle and close fuel cycle. • Participation like “Observers”in the others issues considered in this CP (Such as Regional INS from other areas, or Fast reactors)

Republic of Argentina STAGE 2: Development Options for Transition to an INS with Enhanced Features of Sustainability • Argentina is interested in the Study of the local & global transition between the actual open fuel cycle and the future close fuel cycle. • Participate in the variety of nuclear fuel cycle options such as: • - Mixed U/Pu fuels • - Multi-recycling of plutonium (using mixed fuels in thermal reactors) • - Reprocessing spent fuel (Uranium) improving its technical and economic characteristics
Republic of Argentina STAGE 2: Development Options for Transition to an INS with Enhanced Features of Sustainability (Cont) • The Planification Group of CNEA has wide experience in the application of the computers codes for modelling the electric system and the energy matrix, introduced by the IAEA. (MAED, WASP, MESSAGE & others) • CNEA is interested in applying MESSAGE Model and others tools like DESAE, or VISTA, which are being disseminated by the Agency in studies of the future local & global fuel cycle.
Republic of Argentina STAGE 2: Development Options for Transition to an INS with Enhanced Features of Sustainability (Cont) • Despite the fact that Argentina is about to produce enriched uranium, and reprocessing the amount will not be enough to provide the Nuclear Power Plants. • Regarding this situation, Argentina is participates in the GAINS Project in order to evaluate the possible benefits to Global Energy Nuclear System.
Republic of Argentina STAGE 3: Elaboration of Conclusions on the Global Architecture of the INS ‘CNFC’ with Thermal and Fast Reactors and Ways for Penetration of the System to Global Energy Markets • Participate in this stage, elaborating a conclusion on a global architecture of the INS ‘CNFC’ with thermal reactors based on national & global considerations. Regional priorities will be applicable with any South American country. • Argentina can participate as “Observers”in other issues of the CP (Such as Regional INS from other areas, or Fast reactors).
