Introduction • Globally, Science and Technology (S&T)-Key driver for economic development • ST &I is key to support a paradigm shift from product economy to knowledge based development • Integration of ST&I in national production processes is key to Government policy priority and programme
Introduction Cont.. • The enactment of the Science and Technology Act, Cap 250 in 1977 established the National Council for Science and Technology (NCST) • Draft ST&I policy – Integrates ST&I in production and service sectors for social and economic transformation.

ST&I GRANT: -REQUIREMENTS • Application should be endorsed by head of institution • Grant contract should be duly signed by researchers and head of institution • Objectives and outputs that are achievable within the contract period • M&E log frame work to be included in the application • All collaborations should be in writing or supported by MoU • Submission of technical and financial reports
ST&I GRANT: --REQUIREMENTS • Adhere to approved work plan and budget in the funded project • Budget not to exceed limits in the advertisement • Local travelling costs should not exceed 10% of total budget • ST&I grant does not support administrative cost • ST&I grant does not support international travels • The grant does not support procurement of vehicles, laptops, fridges, microwaves and inclusion of membership fees, tuition fees
REQUIREMENTS Cont.. • Mileage claims at rates of host institutions • Grant does not support salaries • Acknowledge NCST when branding products, preparing posters and publications
NCST EXPECTATIONS • Proposals funded by other donors should not be Submitted • Provide evidences for the undertaken activities • Grant administrative institutions to facilitate timely disbursement of research funds to researchers • Principal investigators to notify NCST of their relocation in time • Ensure procurement procedures do not delay the implementation of project
Recommedations • Encourage PPPs for support of research findings • Strengthening issues of patent rights and revenue sharing • Set-up internal evaluation team • ST&I desks • Research projects that will have impact to society • Entrepreneurial approach • Mentorship • Research chairs
