Finance and Corporate Resources Constraints
Finance and Corporate Resource Being More Open & Transparent • Have introduced PCS Quick Quote as the preferred method of obtaining quotations. • Publicising our contracts register on the Council Website – lists every procurement over £2500 • Are in the process of implementing PCS- Tender
Finance and Corporate Resources Procurement Processes Above £50K • Advertised on publiccontractsscotland.gov.uk • 12.00 midday closing as standard • Evaluation • Approval • 10 day standstill (if above £177K) • Award
Finance and Corporate Resources Procurement Processes Less than £50k • Minimum of 5 suppliers chosen - 2 of which will be where possible Local SME’s (North & South Lanarkshire) • Quotations requested in writing. • Evaluation based usually only on price • Award via Purchase Order
Finance and Corporate Resource PCS Quick Quote Quick Quote is a fully auditable and secure online quotation facility which allows Contracting Authorities to obtain competitive quotes electronically for low value requirements. Details of the Quick Quote are created online and distributed to a select list of suppliers. Quick Quotes are only distributed to the selected suppliers and are not made public on the Public Contracts Scotland portal. The selected suppliers can then complete the required details and submit their quotation using the secure Postbox
Finance and Corporate Resource What’s It For? Quick Quote is generally used for procuring supplies, services or works, not covered under an existing contract and valued under £50K. It can however be used for Mini Tenders from existing Frameworks without limit to value. Whilst it can be used for Price/Quality based procurement, it is primarily designed use on a Price only basis
Finance and Corporate Resource What Do You Need To Do? Before you can use Quick Quote, you must first register with Public Contracts Scotland as a “Supplier”. Registration takes only a few minutes, is free of charge and allows you to set up a username and password. You should register your company only for the Categories of Service that your business is involved.
Finance and Corporate Resource How The System Finds You For Us? The system asks us to choose companies to give the opportunity to. It asks you to choose a Category to focus into the suppliers registered for what you want. It then gives you a list of suppliers who can do this from which you can choose at random.
Finance and Corporate Resource How The Council Finds You We choose from this list of “Matching Suppliers” and/or search for others that are known to us. We can and do restrict search to “only SME’s”, by “Region” or by “Postcode”.
Finance and Corporate Resource How Do You Find Us First? Procurement do not make buying decisions. We can make you known to and put you in touch with end users who your services may be of interest to. We can suggest your company is added to a QQ list. If you are added – it’s over to you
Finance and Corporate Resource What We Will Help You With (and what we won’t) We will tell you what winning bid was, both how much (£) and who. We won’t give you a breakdown of it. We can tell you where you went wrong, especially with “Quality” elements. We won’t give you someone else’s bid Even if you win, you should definitely ask “by how much?”
