PGW’s EnergySense • Comprehensive portfolio of six energy-efficiency programs to help PGW’s residential, commercial and industrial customers conserve energy and save money. • Direct and indirect job creation in the local economy. Emphasis on hiring from the local, unemployed community. • Will reduce greenhouse gas emissions, including 1.24 million tons of carbon dioxide - the environmental equivalent of taking 200,000 cars off Philadelphia’s streets.
Lessons Learned: EnergySense Data Management • Database storing all data from PGW systems, Contractors & Inspectors • Front-end web interface for contractors’ data entry • Back-end screens and reports for PGW tracking & analyses
Lessons Learned: Importance of Partnerships • Philadelphia Department of Public Health • PGW contractors collect data to be shared with PDPH for relevant health and safety concerns. • In addition to similarly sharing data with PGW, PDPH is also able to address these problems for residents, which allows PGW to then weatherize additional homes. • PA CareerLink Philadelphia • Customized path from intake through training to placement in entry-level jobs with PGW’s weatherization contractors • EnergyWorks • Cross-promotion between programs • Potential direct partnerships between EnergyWorks low-interest financing and EnergySense upfront incentives • Pennsylvania Housing Finance Agency • Gleaning best practices for incentivizing energy-efficiency retrofits from PHFA’s long-standing Smart Rehab program.
Lessons Learned: Weatherization Program Design • Front-end controls • Contractor Training Week • BPI and other Certification Requirements • Cost-Effectiveness Protocols • Objective Goals • As ambitious, cost-effectively as possible • Dollars spent per therm saved targets • Total projected therms saved target • Allow Contractors to “drive” • Evaluate, Learn, Improve • 3rd party Inspections • Contractor performance evaluations • 3rd party Evaluations • Customer Surveys
Next Steps • Launch remaining programs • Commercial & Industrial Equipment Rebate Program (9/1/2012) • High-Efficiency Construction Incentives (9/1/2012) • Comprehensive Residential Retrofit Incentives (3/1/2013) • Data analysis, evaluation, and continuous improvement
