ATF Procedures • Weekly WECC Dispute Report identifies disputes subject to Facilitation - Weekly report is produced by NWPP (ChaRee Messerli) • Facilitator gathers and reviews data provided by CA’s involved in dispute -tags are primary source of information - additional sources may be used such as - recorded phone conversations, notes, logs etc • Facilitator follows NERC Policy 3 and WECC business practices to solve dispute
Facilitation dispute recommendations will be given to disputing parties - If parties accept recommendation changes to nets will be made - If the recommendation is not accepted the dispute is reviewed by Facilitation Team and referred to ISAS Chair for final recommendation ATF Procedures
ATF Procedures • Binding Arbitration may be requested after ISAS has made their recommendation
ATF Process • Based on NERC Policy 1F (www.nerc.com/-oc/pds) • 15th calendar day of the month Interchange numbers for previous month should be submitted to SPP Website - failure to report by day 20 = non-compliant - parties are actively working on discrepancies - facilitation may occur at any time at request of CA or per facilitator • 60 calendar days after the first of the month Facilitation process will end - assigned facilitator will contact parties with discrepancy • 90 calendar days following the first of the month NERC Binding Arbitration can be initiated
Motion • Replace the current ATF reconciliation procedure document posted on the WECC website, (approved by OC 12/06/2001) with the the document posted on the website 07/12/04 and presented to ISAS today.
