Introduction to Online Account Requests • The FMCSA Portal online Account Request Form streamlines the account request process for Enforcement users by: • Eliminating paper account request forms • Tracking acknowledgement of the Rules of Behavior Form with electronic signatures • Providing the capability to create their own User ID and Password • Automatically routing account requests to the appropriate approve

  4. FMCSA Portal Account Requests Overview • All Enforcement users may request a Portal account via the FMCSA Portal login page • To request an account for the FMCSA Portal • Click the To register for a portal account, please click here. link

  5. Request an Account – Step 1 • In step one of the account request process Enforcement users must indicate the type of account they are requesting • To request an account to the FMCSA Portal as an Enforcement user • Select the option under Enforcement User • Click the Next button

  6. Request an Account – Step 2 • In step two of the account request process Enforcement users are required to enter their Personal, including their own Portal User ID and Password, E-Authentication, and Security Identification Information

  7. Request an Account – Step 3 • In step three of the account request process Enforcement users enter their Work Information

  8. Request an Account – Step 4 • In step four of the account request process Enforcement users may request Portal Roles • Portal roles are based on job functions and also determines the level of an Enforcement user’s access within the Portal

Request an Account – Step 4 (continued) • To add Portal Roles to your account request • Select a role to request from the Available Roles list • Select an Organization or State (where applicable) from the Organization / State list • Click the Add Role button to move the selected role to the Request Role table

Request an Account – Step 5 • In step five of the account request process Enforcement users can request access to the other FMCSA systems: MCMIS, EMIS, L&I, DataQs, InfoSys, A&I, SAFER, Query Central, HMPIP and NCCDB • Enforcement users with existing accounts in these systems must re-register for access via the FMCSA Portal to utilize the Single Sign-On capability

Request an Account – Step 5 (cont’d) • To add other FMCSA system roles to your account request • Select a system from the drop down menu to see what roles are available • Select a role to request from the Available Roles list • Enforcement users are encouraged to read the Role Selection Description for the role selected to determine if their job function meets the criteria of the selected role • Click the Add Role button to move the selected role to the Request Role table

  12. Request an Account – Step 6 (All Users) • In step six of the account request process all users must certify that they have reviewed the FMCSA Portal training materials and must read and agree to the Rules of Behavior

Request an Account – Step 6 (Administrative Users) • Enforcement users who request administrative roles must also acknowledge the Monitoring and Security Responsibilities document • This agreement is only required for users requesting administrative roles • To submit the account request • Click the Submit button

  14. Request an Account - Confirmation • When all six steps of the account request process have been successfully completed an Account Request Confirmation will appear • All requests for access will be sent via email to the appropriate Administrative Enforcement user for approval

Review • An Online FMCSA Portal Account Request can be initiated from the Portal Login Page • An account request requires the Enforcement user to enter their own FMCSA Portal User ID, Password, User Information, and appropriate Portal and other FMCSA system roles • Enforcement users with existing accounts for MCMIS, EMIS, L&I, DataQs, InfoSys, A&I, SAFER, Query Central, HMPIP and/or NCCDB must re-register for these systems via the online Account Request Form to utilize the Single Sign-On capability • All Enforcement users must acknowledge the Rules of Behavior and signify that they have reviewed all relevant training materials prior to submitting an online account request • Administrative Enforcement users must read and acknowledge a separate roles and responsibilities certification
