OSDBU Issues • FPDS Data Certification was due on 1/31/2009 … expected not to happen until May/June • 17 Large Businesses in the top 100 SB Primes • Government Wide failed to meet ALL SB goals but SDB • Recovery Act • Spent $20B of the $60B • 29% prime to SB • Senate will do away with the Comp Demo Program very soon • eSRS • Issues with KO’s not accepting ISR’s and SSR’s 3

OSDBU Issues • SBA Government Contracting • Holding a training conference 4/26 – 4/30 in Old Town Alexandria at the Hilton • Want OSDBU Directors and KO’s to meet with the PCR’s to discuss issues • SBA will release the Surveillance Review List • Doing 42 this year (did 32 last year) • Agencies who previously received a marginal within the past 5 years • PCR issues • SBA Claimed they GOT over $2.9 BILLION in SB Set-a-sides so far this FY when they Threatened to complete a Form 70 4

OSDBU Issues • Bond Guarantees • Pre-Recovery Act: surety bond guarantee limited to contracts / subcontracts $2 million and less • Post Recovery Act: • Contract and subcontracts (public and private) up to $5 million • Federal contracts up to $10 million, if contracting officer certifies that a bond guarantee is in the best interest of the Government • Sunsets with Recovery Act 6

NASA ProcurementInformation Circulars (PIC) andProcurement Notices (PN) • PIC 09-07 Small Business (SB) Utilization Factor • Dated May 18, 2009 • Provides model clause and provision language to ensure the proper evaluation of small business utilization under competitive negotiated acquisitions. 10

Proposed Changes to the Provisions • Small Business Utilization Subfactor and evaluation tool concentrates on: • Subcontracting plans • Commitment to SB • SDB participation • History on meeting subcontracting goals moved to Factor on Past Performance • Commitment to Small Business • Combining to "stand alone" element • Streamlining items • Explains “fit” with small business offerors • Small Business Primes are evaluated 11

NASA Procurement Information Circulars (PIC) and Procurement Notices (PN) • PN 04-04 NASA Mentor-Protégé Program • Dated May 29, 2009 • This PN is a result of a study of NASA’s Mentor-Protégé program. The changes streamline the program; align the mentoring to technical skills; expand the program to Veteran-owned, HUBZone, and NASA Small Business Innovation Research (SBIR) Phase II small businesses; and include award fee incentives. 12

NASA Mentor Protégé Pilot Program • NASA Far Supplement created the Pilot Program for SBIR Phase II companies on May 29, 2009 • Goal is to incentivize Large Companies to mentor SBIR Phase II companies with technology transfer and business development skills that will increase their Technology Readiness Level (TRL) • TRL measures technology readiness on a scale of 1-9 • TRL 1-2 is where SBIR Phase I starts • TRL 4-5 is SBIR Phase II • TRL 8-9 is SBIR Phase III ready for commercial applications 13

NASA Mentor Protégé Pilot Program • First SBIR pilot M-P agreement signed by Boeing and Orion Propulsion Inc. • 18 month agreement worth over $700K (Credit towards subcontracting plan) • Award fee added to MSFC Ares I contract worth up to $100K funded by OSBP • Agreement calls for TRL level to go from 4 to 8 • M/P will allow Orion to commercialize the technology, Boeing to get a better supplier and NASA to lower its costs • Multi-discipline review of performance including Small Business Specialist, contracting officer, COTR, and Small Business Technical Advisor/SBIR POC 14

  15. Upcoming Procurement Notice (PN) • PN NASA Form 1787 Small Business Coordination • This change to the NASA FAR Supplement establishes the dollar value and criteria for acquisitions that must be coordinated with the small business specialist and the format for this coordination. 15

  17. Individual Subcontracting Report (ISR) 17

Individual Subcontracting Report (ISR) • OSBP instituted an innovative Individual Subcontracting Report (ISR) tracking system, which was recognized by the SBA as one of the government’s best practices. This system currently tracks over 332 NASA subcontracting plans. • The chart tracks goals in terms of percent of total contract value (TCV), in accordance with NASA policy. • For NASA, eSRS tracks subcontracting achievements in terms of both (1) percentage of total subcontracting dollars, per FAR requirements, and (2) percent of TCV, per NASA policy. • For IDIQ’s, however, eSRS is unable to track achievements as a percent of TCV, because there is no total/current contract value available for IDIQ’s from FPDS, from which eSRS pulls. 18

NASA Vendor Data Base Https://NVDB.nasa.gov • Launched Nov 17th • Goal is to track all Vendors interested in doing business with NASA • Market research by Procurement/Technical/Program personnel • Benefits • Consolidate every Center’s data base into one • Open to all NASA employees for market research • E-mail capability to vendors for RFI, draft RFPs, Sources Sought Notices • Vendors can post capability briefs in any format • Company info from Central Contractor Registration flows directly into our database • Database is refreshed each year by contacting vendors automatically • Vendors can receive e-mails from SBS • Training given to the Center SBS’s in Jan 10 19

Initiatives • Established annual Small Business Industry Awards to recognize small business primes, small business contractors, and large primes that have made major contributions to NASA’s Small Business Program at the Center level as well as at the Agency level. • Established the Administrator’s Cup Award, which will be presented to the Center that has demonstrated the “best” overall Small Business Program, as documented in the year’s final Small Business Program Report. 20

NASA Small Business Training • Industry Councils and Joint Counseling • Small Business Training for the Acquisition Professional • Two-day course on the basics of Small Business • Geared for program and procurement workforce • Classes which started in June 2009, have been held at ARC, DFRC, GRC, GSFC, JSC, MSFC and KSC and will be held at the other Centers over the next few months • Training on the Small Business Utilization Clause (PIC 09-07) • This half day training is geared for the Source Evaluation Board • Training provides tools to evaluate Subcontracting Plans • Commitment to the Small Business Program • Small Disadvantaged Business participation. 21
