Who is FSP? • Designed to support the accomplishment of the U.S. Government’s Economic Growth Objective in South Africa. • ProgramObjective: Expand access to financial services for SMEs through reforming the legal and regulatory framework and improving the commercial viability of lending to historically-disadvantaged SMEs.

  3. Program Pillars: • Supply/Demand driven approach • TA based partner oriented (FIs, BDSPs and gov’t institutions such as dti, NCR) • Complement of 10 staff, including 5 technical professionals (SA & expat)

  5. Program Goal: Increase SA SMEs’ access to finance (particularly HDEs) by: • Improving FIs capacity to serve SMEs • Improving SME “bankability” • Legal/Regulatory reform support • Strengthening SME finance knowledge

PIR 1: Financial Intermediaries’ Capacity to Serve SME Market Improved Objective: Improve/expand financial services/products for SME while mitigating risks and transaction costs Three Key Results Areas (KRAs) support PIR 1: • Financial Products Diversified to Respond to SME Needs • Financial Sector Professionals Capacity Enhanced to Deliver SME financial Services • Use of Loan Guarantee/Special Funds Programs Expanded

PIR 2: Bankability of SMEs Enhanced Objective: Ensure that SMEs can access quality financial business development services (fBDS) which will enable them to meet the requirements of the financial institutions in order to qualify for and access finance. Two Key Results Areas (KRAs) support PIR 2: • Quality of BDS related to finance improved • SME financial literacy enhanced

PIR 3: Financial Sector and SME Development Enabling Environment Improved • Objective:Design and implement legal, regulatory and institutional reforms that will contribute to expand access to credit for historically disadvantaged SMEs • Two Key Results Areas (KRAs) support PIR 3: • KRA 3.1 — Financial Sector Legal and Institutional Framework Improved. • KRA 3.2 — Regulatory Environment Stimulating SME Development Enhanced.

  9. PIR 4: SME Finance Knowledge Management System Strengthened Objective:Facilitate development of an accessible repository of information and knowledge about SMEs and Finance in South Africa. Two Key Results Areas (KRAs) support PIR 4: • Public/Private stakeholder collaboration in SME knowledge management expanded • Improve SME awareness of SME finance best practice

  10. SCOPE - Focus mainly on: • SMEs with annual turnover of between R 200,000 and R20,000,000 • Gauteng Province • HDE SMEs
