  4. Government does not bring up children – parents do • Sure Start Centres • A personal progress record – the “red book” • Expansion of parent support advisors • Parenting experts in every LA • Extended Family Fund for disabled children

All children have the potential to succeed • 15 hours of free early education/childcare for 2-year-olds in disadvantaged communities. • Pilot of one-to-one tuition for dyslexic children • More flexible primary curriculum • Entitlement to cultural activities • Intensive fostering pilots for young offenders

  6. Children and young people need to enjoy childhood • Funding for 3,500 playgrounds to be rebuilt • Home safety equipment for families in deprived areas • Play Strategy in summer 2008 • Stronger complaints procedure around bullying • £160m to improve venues and activities for young people.

  7. Services shaped by and responsive to children, young people and their families • A personal tutor for every child • Better data for schools on children with SEN • Co-location of services • Parents Panel to advise us on policy • Parent Councils to give parents greater voice in schools

It is always better to prevent failure than tackle a crisis • Encourage LAs to create 20mph zones • Regular updates for parents on a child’s attendance, behaviour and progress • Focus on prevention in Youth alcohol action plan and Youth crime action plan • £45m for building resilience to extremism

  9. The key delivery challenges for DCSF • Improvement Support – where it’s needed with the right expertise • School of the 21st century • Colocation of services and integrated working • Development of the whole children’s workforce • Children’s Trusts • Better commissioning

Effective commissioning needs engagement of third sector to…… • help assess needs and identify the right outcomes for children • design services that will deliver these outcomes and which will be the basis of procurement • deliver these services as part of a mixed market of providers • help commissioners engage with service users and act as advocates of service users

Commissioning and the third sector – next steps Our vision ‘The DSCF vision is for the third sector to empower childre, young people, parents and learners of all ages and enable them to shape services at national and local leve…..We want its unique role in reaching out to the more vulnerable and the less articulate to be recognised and used effectively’ The Third Sector Strategy and Action Plan, June 2007

  12. Commissioning and the third sector – next steps Making it happen…… ‘To support this transformation, we will work…… to build new capacity in the system. A new Centre for Excellence and Outcomes (CFEO) will begin work in July 2008, and a new programme to improve commissioning practice will be developed with local authority, health and voluntary sector partners to support Children’s Trusts in building world class systems.’ The Children’s Plan, December 2007,para 7.22
