Mobility Funding FTA 5310 - Funding to meet the transportation needs of the elderly and persons with disabilities. FTA 5311 - A rural program that provides funding for the purpose of supporting public transportation in rural areas. FTA 5339 - A rural program that funds buses and bus facilities. In addition to FTA grants, mobility funding can come from a variety of other federal, state, and local sources. Any non-DOT funding can be used as local match for the FTA 5310 and 5311 programs.
