  1. Progress reportTWG on Health Financing Department of Planning and Finance

Activities conducted by TWG on HF Basis for formulating the TWG on HF Strengthening effectiveness of DPs’ support in health financing; promoting strategic dialogues with focuses of important issues. Contributing to harmonization and alignment with priorities in planning and financing at central and provincial levels. The goal set by the group: To support MOH in enhancing management capacity and role in health planning and financing.

  3. Activities conducted by HF Technical Support Group (cont’d) Activities conducted by the group over the past time: - 1st meeting: May 2012. Topic: Launch of the TA group, reached consensus on TOR, group composition, operational activities and action plan. • - 2nd meeting: January 2013. Topic: renovation in health planning and budgeting. • - 3rd meeting: August 2013. Topic: introduction of provincial planning and budgeting framework and the tool kit for plan evaluation.

  4. Contribution of TWG on health financing • Improvement of collaboration and effectiveness of supports in the area of health planning and budgeting. • Enhancement of planning and budgeting procedures with involvement of relevant stakeholders. • Sharing of knowledge, experience and best practice on health planning and financing. • Supporting MOH in wider reform of sector-wide planning and financing.

  5. Advantages, challenges Advantages: • Experience sharing and lessons learnt from DPs. • Mobilization of involvement from departments, administrations, and other ministries (MPI, MOF) for health sector planning and financing. Challenges: • DPs’ participation is voluntary, without high binding. • Partners’ recommendations are for discussion, without compulsory implementation.

  6. TWG work plan in the coming time TWG meetings are planned with some topics which could be share in the coming time: 1. Sharing assessment on health public expenditure based on performance results from Ha Nam province (EU supported project on health capacity building) 2. Provincial planning framework and guidelines (Rockefeller and EU supported projects). 3. Sharing study findings on financial reform during the course of moving towards UC roadmap (EU supported project)…

  7. Measures for TWG sustainable and development activities in the coming time • Mechanism for more close collaboration and cooperation among Vietnamese agencies and DPs. • Identification of priorities for collaboration, support, consultation for MOH on areas that are in need by MOH. • M&E of implementation of recommendations made by the stakeholders at TWG meetings.
