Progress report TWG on health information system Department of Planning and Finance
Goal To support development and implementation of Vietnamese Government’s policies and strategies on health information development and maximizing capacity and efficiency in supporting development of this system in Viet Nam. TWG on HIS is a TWG under HPG.
Objectives 1. To support MOH in implementing the National Strategy on universal health care and other related policies and guidelines, especially those members who are in the Steering Committee for HIS enhancement. 2. To discuss and reach a consensus on issues and strategies related to programs and implementation of those programs for strengthening health information in Viet Nam. 3. To create favorable conditions in information exchange and joint programs among agencies; learning and creating ideas, with the concerns for promoting synergy and avoiding duplication on issues related to HIS within MOH and between MOH and organizations, governments, and programs
Objectives 4. To discuss and reach a consensus on issues and strategies related to program development and implementation in order to strengthen HIS in Viet Nam 5. To serve with policy and programmatic advisory role.to MOH (inside and outside Viet Nam) for supporting HIS in Viet Nam

TWG work process • Draft of TOR dated 14/3/2012 • Holding meeting with partners to discuss TOR on 29/3/2012. Participated partners: WHO, EC, UNFPA, UNICEF, FHI, USAIDS, Clinton Foundation • Setting up the draft team with participation from: DPF/MOH, UNFPA, USAIDS, MSA and ASTT/MOH, Clinton Foundation with 2 rounds of TOR revision • Holding a meeting of the draft team on 2/5/2012, 3rd round of TOR revision • Holding consultation of 3rd TOR draft on 14/3/2012 • Finalizing, submitting for approval. The TWG and TOR were approved by MOH leaders on 3/10/2012
TWG work process … • Holding 5th TWG meeting in QI/2015 • Holding 6th TWG meeting in IV/2013 TWG meetings were chaired by DPF leaders with the co-chair who was a representative of DPs. The Secretariat mainly consists of DPF staff Meeting contents are in compliance with approved TOR
TWG meeting topics and Sector’s priorities 1. Improving harmonization and comparative ability of Vietnam HI indicators with international recommended indicators, especially those parameters needed for reports on achievements recorded in implementing MDGs, M&E indicators for implementation of People’s health care strategy, Socio-economic indicators entrusted by the Government to MOH. - Developing health core indicator list - Reviewing, developing the indicators set for decentralization at provincial, district and commune levels. 2. Developing guidelines on enterprise architecture of HIS
TWG meeting topics and Sector’s priorities 3. Review the baseline form and reporting system at different levels to reduce the burden of recording and reporting for health staff, especially for those at the grassroots level. 4. Linking HI with other system (MOJ, GSO, VSS, etc.) in order to ensure interaction and alignment and exchange databases relating to health within the national information system;
Priorities in the coming time 1. Finalizing policies, plans and legal documents: + Developing the strategic plan for HIS development + Circular stipulating forms for recording and reporting of private medical facilities 2, Standardizing indicators; reviewing data collection toolkit applied at different levels. 3, Strengthening coordination, information exchange between MOH and relevant ministries (GSO, MOJ, VSS, etc.) 3, Capacity building for staff. Of statistics and planning in using data for planning and management
Recommendations • The TWG should focus on the coordinating role, identification of priorities to collaborate, support and advise MOH with areas of concern by MOH • Further strengthen collaboration among MOH agencies with relevant ministries and DPs
