London Lighting Services There are over half a million street lighting points in London, managed disparately by the 34 highway authorities. The LoLEG representative thereby have access to a wide knowledge base and this active group share information and together develop their industry. Asset within Lighting Service Remits • Street Lights • Illuminated Signage • Flood Lighting • Bollards • Electrical Traders Supplies • Electric Vehicle Charging Units • Festive Lighting Equipment • Wifi Cameras / Telecoms equipment • Banners Flower Baskets • And more requests annually! 13th Annual Roads Event - Roads 2012
LoLEG Group The LoLEG Group meet every quarter as a complete group which does have advantages and disadvantages. Large room and a full day meeting are difficult to arrange in current climate however the advantages is these meeting are not only helpful regarding sharing of good practice they also are productive in generating ideas and initiatives to promote the industry and London Lighting Services. Challenges London as all lighting authorities are facing significant challenges in these days of austerity. Pressure to reduce revenue expenditure is forcing some LA’s to make difficult decisions, including, switch lights off . So LoLEG are looking across London for good practises that can help with achieving the require revenue savings. Innovation and good practice guidance is being identified by our colleagues and the experience is being share with all. 13th Annual Roads Event - Roads 2012
Innovation Innovation and investment may be the only realistic way to achieve sustainable revenue savings that maintain the service levels required by the residents and stakeholders. LED Solutions may help with reducing energy, maintenance but caution is needed with these generally high cost items. Innovation Central Management Systems (CMS) These solutions are being looked at by all London authorities with Hackney likely to be the first to deploy a borough wide solution by the end of 2012. These systems have the potential to enable the authority to manage it lighting asset in a dynamic way, applying the principles of UEL “Right light, in the Right place, at the Right time by the Right control system” Responsible energy management has to be the future of the industry. 13th Annual Roads Event - Roads 2012
LoLEG / LoTAMB Projects LoLEG have delivered 2 LoLEG /LoTAMB Projects over the last few years. LoLEG / LoTAMB Projects LoLEG have a further 4 projects ongoing; • Hackney - IT systems for Street Lighting Management • Islington - Service delivery resource models • Westminster / TfL - Framework / guidance on setting street lighting profiling • Westminster / TfL - Lighting technology market analysis project The first two of these are draft completed The second two are currently progressing , with the Street Lighting Profiling guidance running alongside the ILP Technical Review 27 Variable Lighting to ensure that these documents support each other. The time frame on this has slipped a little due to changes to British Standard & the requirement to collate traffic flow data. (Draft expected March 2013) 13th Annual Roads Event - Roads 2012
Wider Collaboration Westminster City Council worked with the Institution of Lighting Professionals to deliver a stakeholder guidance document explaining the reasoning for good public realm illumination. LoLEG – Benchmarking LoLEG have been benchmarking over many years and this data sharing continues and includes the standard type PI’s that you would expect but also questions asked by London colleagues . Conclusion London Lighting Engineering Group is a well respected group that is seen as proactive and innovative, developing and sharing good practise for the industry. Involved and integrating into sector groups, panels and discussion that will help improve services and reduce expenditure, delivering better “Value for Money.” However we strive for greater engagement from all boroughs members. While membership attendance is improving we still struggle to engage with some of the borough engineers but this is reducing with Dave Johnson receiving an excellent response from 29 London Authorities recently 13th Annual Roads Event - Roads 2012
