  4. 16-19 study Programmes • All students offered high quality study programmes aimed at giving the best opportunity to move into higher education or secure skilled employment. • All students who are able, will take either A levels, or a substantial qualification recognised by employers as being of real benefit to them in securing work or a university place. • Where appropriate, students will also take part in work experience. • Students who don’t have a GCSE in English and maths at 16 will continue to study these subjects after 16. • Students who aren’t able to study a qualification will take a programme of work experience focusing on developing their employability skills, along with work to develop numeracy, literacy and other core education skills.

Making Education Work Rec 1 • Creation of an independent body to mitigate disruption from frequency of change in the role of Secretary of State for Education Rec 2 • The A level system should be slowly changed to a baccalaureate type system offering a broader curriculum Rec 4 • Project work (Extended Project) should become a key requirement for university entrance Rec 9 • BIS and DfE should work much closer. Examine potential for all education responsibilities, including Apprenticeships within one department Rec 11 • Greater focus on quality and recognition of vocational learning for all students is necessary
