National Council for Youth Development Strategic Plan Guiding Principles: youth centrality, participation, gender inclusiveness, empowering environment, provincial diversity Strategic Goals: Coordination and facilitation, monitoring, advocacy, research and development, capacity building, public awareness

  6. 1) Coordination and Facilitation • Activities: • Support to the Inter Ministerial Committee for Youth Development • Municipality – Provincial Youth Development Council • Establishing provincial policies, structures, programs, partnerships • National Youth Information service • Information via internet, telephone, printed material, mass media • National Youth Service programme • Skills training, capacity development, volunteering, national unity

Coordination & Facilitation (cont.) • HIV/AIDS programme • Monitoring of services, programs, policies & advocacy • National Youth Employment programme • Youth Clearinghouse, Employment strategies, Youth enterprise development • Coordination with civil society • Working relations with Civil society • National Youth Policy implementation • NYDC responsible

  10. 4) Research and Policy Development • Base-line research into young men and women • Provide a broader knowledge base, assist with advocacy & measuring efficiency of youth programs • Youth law review team • Involvement of experts, youth, government representatives

  11. 5) Capacity building • Human resource development programme • Education and training • Best practice guide • Focus on the major strategic areas in the National Youth Policy • Include government, non-government, private sector initiatives • Donor mobilization programme • Annual donor conference on youth development

  12. 6) Public Awareness • Broadcasting through mass media • To raise profile of youth and NYDC and other youth development organizations • Electronic media (radio, TV, internet, telephone)

Focus on technical interventions in the strategic action plan rather than overall institutional support • Focus on clear measurable outputs • E.g. : Youth law review • Base line research young women and men and other youth related data. • Best Practice Guide. • Youth employment through the human capital work • National Youth service ? • Exchange with other countries? • Decentralized approach? • Avoid overlap AIDS/Education, Employment

  16. Request for UN assistance (2) Secretariat has TA with a VSO person whose contract is about to expire. Further development of the strategic plan – participate in a committee working directly with the secretariat of the NYDC in MOYES?
