A Human Right '...the right of pupils and parents of pupils with additional learning needs to receive educational provision in the language of their choice’ (WAG, 2006).

Issues Huw Roberts (2001) found instances where there was 'no Welsh medium provision for pupils with severe learning difficulties' (p.47). The Welsh Language Board affirmed a lack of statistical data (2004, p.3). This has not been addressed by the new Welsh Language Commission to date. In a broader context of bilingual education, there remains a lack of facilitated access to Welsh-medium secondary and higher education (Chaney, 2009; Jones and Martin-Jones, 2004) which impacts on native Welsh-speakers with SEN.
