Electronic Data Systems and Northwest Fisheries Science Center Observer Programs Janell Majewski, NWFSC Observer Program Team Lead Jon McVeigh, NWFSC Observer Program Data Quality Lead
Overview • Data collection and availability • Current NWFSC databases and other data sources • Current In-Season reporting capabilities • Video Monitoring • Potential projects • Near term priorities
Data Collection and Availability West Coast Groundfish Paper form MS scales Entry into WCGOP DB Web-based program Observer enters after each trip(s)* Availability of data to industry: IFQ trip summaries: once in place, 5 days after entry No other data available • At-Sea Hake • Paper form • MC scales • Flow scales • Entry into Norpac • Computer-based program • Observer enters every 12 hrs. • Sent to AKFSC every 12 hrs. • Availability to industry almost immediate *On-vessel entry in development
NWFSC Observer Databases • NORPAC • Contains mothership and catcher-processor observer data. • Maintained by Alaska Fisheries Science Center. • Data entered/sent every 12 hours • WCGOP Database • Contains all shoreside and mothership catcher-vessel data. • Maintained by Northwest Fisheries Science Center • Data entered after trip, on land, web-based*
Data Sources used by WCGOP NWR Permit PacFIN NWFSC IFQ Database NORPAC Landings Total Mortality & other data products States Permit NWR PSMFC Integration Database Internal FRAM Data set WCGOP Once/year PaCOOS Catch Monitor Fisheries: Shoreside IFQ, Mothership Cacher-vessel, Shoreside Non-IFQ (LE Fixed Gear, CA/OR Nearshore, CA/OR/WA Pink Shrimp, CA Halibut, CA/OR/WA Open Access Fixed Gear)
PaCOOS • Current • Fixed gear and trawl catch of 15 species (aggregated data) • In development • Groundfish (non-hake) Trawl Fishing Effort: 2002 – 2009 • At-sea Hake Fishing Effort: 2002 – 2009 • Fixed Gear Effort: 2002 – 2009 • Deep-sea coral: 1998 – 2010 Canary by FG vessels
Video Monitoring • Historical Research • Pilot project for shoreside hake video monitoring. • Fixed gear video monitoring in TNC EFP. • Currently • National priority: two members on the NOPAT Electronic Monitoring Committee. • Monitoring current projects in NE. • Using lessons learned from FG pilot • Program is not equipped to analyze video data.
Possible IFQ Projects • Pending final FY11 federal funding, the following projects were proposed by the observer program: • Efficiency of catch share program • Design of a web-based portal for observer data access • Fixed gear logbook • Alternative technologies
Near-Term Priorities • Implement DRAFT Summary IFQ Trip Summary Receipts. • Complete Catch Shares Implementation • Implement IFQ data stream • Ensure collection of required variables. (paper and database) • Plan for other variables. • Update other publically available data • Fishery Data: • Fishers: individual access + flexibility + ease • Managers: easier access to observer data • Public: access to aggregated observer data
