NOAA & CSO Addressing Coastal Challenges Vice Admiral Conrad C. Lautenbacher, Jr., U.S. Navy (Ret.) Under Secretary of Commerce for Oceans and Atmosphere Coastal States Organization Executive Committee January 31, 2007
Overview • NOAA’s Vision • NOAA Budget and Legislative Priorities for 2007 • NOAA/CSO Coastal Visioning Process • Improving Delivery of NOAA Products and Services • Regional Collaboration • Ocean and Coastal Observations NOAA & CSO: Addressing Coastal Challenges
NOAA’s Vision NOAA & CSO: Addressing Coastal Challenges
NOAA Priorities • Sustaining Critical Operations • Supporting the U.S. Ocean Action Plan • Ocean Science and Research • Protecting and Restoring Marine and Coastal Areas • Ensuring Sustainable Use of Ocean Resources • Improving Weather Warnings & Forecasts • Climate Monitoring and Research • Critical Facilities Investment Phased Array Radar (CMDL) South Pole Ozone Balloon Launch NOAA & CSO: Addressing Coastal Challenges
Key Legislative Priorities • Coastal Zone Management Act (CZMA) • Coral Reef Conservation Act (CRCA) • National Marine Sanctuaries Act (NMSA) • National Offshore Aquaculture Act • National Oceanic and Atmospheric Administration Organic Act • Hydrographic Services Improvement Act (HSIA) • Marine Mammal Protection Act (MMPA) • Cooperative Conservation of Marine, Estuarine, Coastal, and Riverine Habitat Act Aquaculture Florida Keys Sanctuary West Indian manatees NOAA & CSO: Addressing Coastal Challenges
The Future of Coastal Management • Coastal Visioning: Important partnership to examine coastal management and identify options for improving the Coastal Zone Management Act • Visioning results will guide: • Improving coordination within NOAA and with other federal agencies. • How NOAA improves delivery of products and services to Coastal States • Expand partnerships with Coastal States • Reauthorization of CZMA • Non-legislative approaches • Status: NOAA is reviewing responses from Phase II + NOAA & CSO: Addressing Coastal Challenges
State Responses to Phase II of Visioning • Issues of common concern: Current Resource Pressures: Issues around growth and land use in the coastal zone; and management of habitat issues. Emerging Issues: Climate change, inundation and coastal hazards; growth and land use; and the need to for better partnerships with local governments to address these issues NOAA Action: Increase efficiency in partner’s ability to access NOAA resources; Improve coordination within NOAA and with Federal partners. Increased Coastal Development Harmful Algal Blooms (Red Tide) NOAA & CSO: Addressing Coastal Challenges
Delivering NOAA Products & Services • NOAA is continuing to develop more efficient approaches to accessing and using NOAA products and services • Examples: • Coastal Change Analysis Program • Coastal Inundation Visualization Tool • NOAA is working to improve delivery through its Regional Collaboration effort • NOAA’s initial operating capability for the Integrated Ocean Observing System is a specific example of making NOAA and scientific community gathered data more accessible NOAA Coastal Change Analysis ProgramC-CAP Analysis Tool NOAA & CSO: Addressing Coastal Challenges
Initial Regional Framework NOAA & CSO: Addressing Coastal Challenges
Regional CollaborationFocuses NOAA Efforts All three service categories are execution priorities for Fiscal Years 2007-2008. Hazard Resilient Coastal Communities These programmatic priorities are at the intersection of: Integrated Ecosystem Assessments Required Geographic Specificity Integrated Water Resource Services Stake- holder Demand, Visibility Corp- orate, Strategic Priorities NOAA & CSO: Addressing Coastal Challenges
Coastal Community Resilience • How does NOAA help coastal communities become resilient? • Provide communities with data, models, tools, and training to understand vulnerability to coastal hazards and how to reduce it. • Provide communities with data to minimize development in high hazard risk areas—floodplains/tsunami inundation zones. • Help communities translate information to the public and decision makers about coastal hazards and how to avoid impacts TsunamiReady SLOSH Model NOAA & CSO: Addressing Coastal Challenges

NOAA & CSO Moving Forward • NOAA is looking forward to working with the Coastal States to: • Continue the Coastal Management Visioning Dialog • Engage CZ managers on regional scale to effectively deliver NOAA products and services • Need to know your priorities on a regional level • Help us be creative in applying NOAA products and services to address CZM challenges. • Tell us how NOAA can work together better to serve you • Reauthorize the CZMA NOAA & CSO: Addressing Coastal Challenges
