  1. ROS Report to TAC Stuart Nelson June 7, 2007

  2. General Topics • No EECP Events • Compliance Review Process Update • Support Ancillary Services Study • Long Term Solutions Task Force

  3. Regional Reliability Standards • ROS will review process to setup Standards Drafting Teams • Four potential Regional Standards (“NERC fill in the blank standards”) • ROS felt that the ERCOT Board should set direction for SCR procedural review

  4. Nodal Guide Conversion • OWG comment period ends June 29 • OGRTF will address OWG comments • Nodal Guides posted for comment period in July 2007 • Publish Nodal Guides by August 2007 • ROS approval at September 2007 meeting • TAC approval at October 2007 meeting

  5. Black Start Study – Background • Each contracted black Start Unit has a set of physical test is it must pass over a period of 6 years • Basic Start-up – each time awarded the bid • Line energization – every three (3) years • Load pickup – every six (6) years • Start the next start unit or the next start unit’s largest motor – once unless the next start unit changes • ERCOT has an automated process to pick the contracted units with a specific set of criteria • NERC Standard EOP-005-1 R7 states “Each Transmission Operator and balancing Authority shall verify the restoration procedure by actual testing or by simulation”

  6. Black Start Study – Background • No ERCOT criteria to test or simulate synchronization of multiple black start islands • BSTF believes that the plan can be verified through a study syncronizing 2 islands • Estimated study cost - $180,000

  7. ROS Request • ROS requests that TAC support the BSTF effort by budgeting for a study in 2008 to verify the ability of ERCOT to build, stabilize and synchronize two black start islands.
