  2. Current Situation • There are two different levels of support provided in schemes such as this one • Some residents receive social care support because they have eligible social care needs

  3. Benefits-based Charging • A simpler, fairer way of charging has been introduced for people using community-based services like day care and home care. • We are now proposing to include people who live in schemes like this and receive social care services, in this policy.

  4. Benefits based model • Fairness – Everyone on disability benefits pays something • A person’s disability-related benefits are paid to them to fund the costs of meeting their support needs.

  5. Benefits • We will help people to get all the benefits that they should be getting.

  7. Benefits The benefits we are talking about today are: • Attendance Allowance • Disability Living Allowance • Severe Disability Premium

  8. Policy – Headlines If people are receiving social care services • And are in receipt of relevant benefits • They will be charged up to: • 50% of Attendance Allowance • 50% of Disability Living Allowance (care component) • 100% Severe Disability Premium

  9. Policy - Headlines • If people choose to fund their care themselves Or • they have capital over £23,250 Or • They choose not to disclose their financial circumstances • They will pay either the full cost of their support or the maximum charge of £92.10 whichever is the greater

  10. Policy - Headlines • When we work out what to charge people we have to make sure that we leave people with enough money to pay for any disability- related needs • This is called disability-related expenditure

  11. Policy - Headlines • We also need to make sure that we leave people enough money to live on • The national government decides how much this is • This is called the minimum income guarantee

  13. Proposed Charges • If you are on disability-related benefits and you want social services to arrange your care, here is what you might pay • Department for Works and Pensions adjust the benefit amounts every year so the amounts shown may change
