Silver Jackets Pilot Project Achievements and Interagency Perspectives on Evaluating Risk Reduction – A Kentucky Success Story 2012 USACE Flood Risk Management and Silver Jackets Workshop Carey Johnson CTP Program Manager Kentucky Division of Water Carey.johnson@ky.gov
Background • City of Frankfort impacted by major flooding in early May 2010 • Same weather system that affected Nashville • KY River basin affected as well as Cumberland River basin
Issue • Missed opportunities as part of the disaster recovery resulted in the need for a state Silver Jackets team
KY Silver Jackets Partners • USACE • KY Division of Water (KDOW) • FEMA • NRCS • USGS • NWS • KY Emergency Management (KyEM) • KY Transportation Cabinet (KYTC) • KY Department for Local Government (DLG) • Kentucky Geological Survey (KGS) • Louisville Metro Emergency Management • City of Frankfort • Franklin County • Kentucky Utilities
Pilot Selection Criteria • Frankfort is the center of government for the Commonwealth of Kentucky • A FIRM update within Franklin County was ongoing, which increased the level of awareness for local officials • A USGS flood inundation mapping initiative (FIMI) project in response to the May 2010 floods • Parts of Frankfort protected by a levee • Frankfort could be impacted by the failure of a large flood storage and electricity-generating dam upstream of the city
Pilot Project Scope 3 Major Activities • Flood inundation mapping initiative (FIMI) • 7 miles of KY River through City of Frankfort and Franklin County 2. Levee failure analyses 3. Incorporation of Dix River Dam Emergency Action Plan (EAP) 9
Leveraging Resources • Federal, state, local, private • Examples • LIDAR • Hydraulic modeling on KY River • High Water Marks • Survey, bathymetry • Levee failure analysis • Dix River Dam EAP • Local property valuation data • Cash!
Actions Resulting in Risk Reduction • Increased awareness • Flooding on Kentucky River • Levee • Flood storage/electricity-producing dam • Identification of at risk structures/sensitive areas • Identification of inaccessible evacuation routes • Assessment of levee failure including areas impacted, business interruptions, and long term recovery requirements • Assessment of the piping or overtopping failure of Dix River Dam • Updates to the City of Frankfort Flood Mitigation Plan • Higher CRS rating for the City of Frankfort • Leverage pilot project into other activities e.g. Risk MAP
