    4. The WRCOG Subregion: Covers 2100 square miles; Has 15 jurisdictions and the March Joint Powers Authority; Fastest growing subregion in Calif.; Has a current population of 1.59 million;

Step 5: Determine relationship of new growth to future transportation facilities Satisfies the requirements of AB 1600 (Mitigation Fee Act); Establishes a relationship between new development, impacts, and fees needed to improve transportation facilities impacted by new development (Answers question: “To what extent is new development responsible for improvements needed to the RSHA?”); Identifies existing network problems which can not be paid for by new development.

Draft Nexus Study Findings WRCOG region is expected to continue growing; Continuing growth will result in increasing congestion on arterial roadways; Future arterial roadway congestion is directly attributable to future development in Western Riverside County; 95% of the total RSHA cost can be assigned to new development. Total TUMF revenues cannot exceed 95% of total network cost estimate Capacity improvements will be needed to alleviate the future congestion caused by new development; Roads on TUMF Network are the facilities which merit improvement through this fee program; Improvements to public transportation system are needed for transit dependent travelers and to provide an option to automobile travel.

    16. TUMF At Work…… Revenues collected to date - $ 466.4 million 146 Projects are programmed 14 Projects completed 8 Projects under construction 35 Projects in engineering 47 Projects in planning and environmental 42 Projects in preliminary planning and design

    18. TUMF was designed to benefit local, regional and transit needs. For each TUMF dollar collected: 48.7% goes to the Backbone network and is programmed by the Riverside County Transportation Commission. 48.7% goes to the Zone in which it was collected for network improvements and is programmed by the jurisdictions in the Zone. 2.6% goes to regional transit and is programmed by Riverside Transit Agency. WRCOG and the Multi Species Habitat Conservation Plan receive 1% and 1.38% respectively, off the top.

    34. Were we successful? If so, at what? The TUMF was adopted by all the WRCOG jurisdictions and effective June 2003; No legal challenges; Projects were under construction within 12 months of the Program being adopted. Judge for yourself…

TUMF was being developed concurrently with the reauthorization of the ½ cent sales tax – Measure A – perception that “problem was solved”; Opposition to fees; Misinformation; Keeping 16 jurisdictions and private sector stakeholders on schedule and focused for two and a half years

    36. What’s needed for success Strong political leadership (local and subregional) is essential; Use the local jurisdiction technical and management staff throughout the process; OUTREACH, OUTREACH, OUTREACH Include local builders, commercial builders, chambers, etc. Keep it uniform;
