Timeline in 2009 and 2010 • July 1, 2009: HI Law effective • October 1, 2009 Decree 63/2009/ND-CP and interministerial circulars effective; • October 1, 2009: new benefit package effective for new members, • Jan 1, 2010: new benefit package for all beneficiaries • Jan 1, 2010: Compulsory coverage of school children and students
Implementation activities in 2009 Legal documents guiding implementation: • Decree N. 62/2009/ND-CP; • Interministerial circular N. 09/2009/TTLT-BYT-BTC • MoH circular N. 10/2009/TT-BYT: primary health care registration; • MoH circular N. 11/2009/TT-BYT: list of rehabiliation services.

Major Tasks for 2010 Agenda • Application of more advanced payment mechanism to providers • Revision of benefit package (reimbursement drug list, reimbursement list of expensive high-tech health care services; reimbursement list of screening test for early diagnosis etc.); • Development of decree on administrative sanctions agaisnt HI law violations; • Assessment after 1 year implementation.
