Marketing radio equipment and services • Radio equipment shall meet essential requirements (R&TTE Directive 1999/5/EC) • Harmonised Standards provide presumption of conformity • Equipment shall operate within a frequency management plan GSC-8, OTTAWA

CEPT/ETSI MoU • ETSI produce harmonised standards to allow free movement of equipment • CEPT produce Decisions and Recommendations encouraging member states to align frequency plans • Standards development and frequency management work together • ETSI mandated for standards • CEPT mandated for frequency allocation GSC-8, OTTAWA
Frequency planning in Europe • Frequency planning is still managed on a National level • ERC Recommendations and Decisions are not legally binding • National frequency planning has the potential to be a barrier to the Single Market GSC-8, OTTAWA

Radio Spectrum Policy Group • Cross-sector "think tank" • Identifies Community Policies where radio spectrum harmonisation measures may be necessary • Example: Encouraging access to broadband services • Example: Improvement of Road Safety • Example: Assisting people with disabilities to play a full role on society GSC-8, OTTAWA
Radio Spectrum Committee • Provides mandates to CEPT for spectrum harmonisation Recommendations and Decisions • Creates Commission Decisions based on CEPT measures • Provides legal certainty to spectrum allocations in EU GSC-8, OTTAWA
Role of ETSI • ETSI representative to RSPG • ETSI representative to RSC • ETSI respresentatives in CEPT working groups • ETSI members have access to CEPT drafting groups GSC-8, OTTAWA
Conclusion • Equipment standardisation and spectrum management "hand in hand" • Spectrum management now linked to EU public interest policy initiatives • Community-wide spectrum allocations now have legal certainty under EC law. GSC-8, OTTAWA
