Bahrain Compliance with SC (SC on POPs). • The Stockholm Convention on POPs focused initially on 12 chemicals (now 22) that can be grouped into three categories: Annexes A (agrochemicals), B (health) and C (industry and energy). • Today more than 160 Countries signatories/142 Parties to Stockholm Convention, 100 countries have submitted the NIP. • The Convention is legally binding, global in scope and multimedia in coverage. BAT/BEP Forum Activities (Environmental Technologies Transfer) • BAT and BEP focuses on priority industries, 17 sectors were identified: Incineration of waste, Cement, Pulp and Paper, Metallurgical sectors, waste oil refineries, fossil fuel-fired boilers, chemical industry of chloranil and chlorophenols, etc.... • ESEA, CEECCA, two Forums in Africa (COMESA/SADC/ECOWAS). • Main objective is to develop Regional BAT/BEP projects to help countries exchange experiences. The main donor is the GEF. • Bahrain suggested to UNIDO to establish BAT/BEP Forum for the GCC region, Manama, October 2007. First consultation meeting to be hosted by Zayed Prize-UAE
GCC BAT/BEP Forum Activities • First Consultation Meeting for the BAT/BEP Forum for the GCC Region 14-15 December 2008, Dubai-UAE hosted by Sheikh Zayed Prize. • The TSC of the Forum agreed that GOIC and Zayed Prize will follow on the matters related to the Ministerial meeting of 2010 and the GCC BAT and BEP Forum. • Second Consultation Meeting for the BAT/BEP Forum for the GCC Region held on 1-2 February 2009, Bahrain. • Three draft documents agreed: GCC Forum TOR, Regional Action Plan and Trust Fund Agreement).
GCC BAT/BEP Forum Activities • Second Consultation Meeting for the BAT/BEP Forum for the GCC Region held on 1-2 February 2009, Bahrain: • It was announced that GCC Ministers approved it on 22 April 2009 in Oman. • Third Consultation meeting held in Qatar, 22-26 March 2010. • Three draft documents agreed: GCC Forum TOR, Regional Action Plan and Trust Fund Agreement). • Prof. Hala El-Easa, chairperson of the technical committee of the GCC BAT/BEP Forum (Head of the Department of Organic Chemistry at the University of Qatar). Also Prof. Hala to help GCC to develop their NIPs.
GCC BAT/BEP Forum Activities • Third Consultation Meeting for the BAT/BEP Forum for the GCC Region held in Doha-Qatar, 22-26 March 2010. • Regional workshop on progress of NIPs in the GCC after the COP5 and back to back with the Zayed Prize intended host meeting of the Forum. • Finalized the three draft documents agreed: GCC Forum TOR, Regional Action Plan and Trust Fund Agreement) in Bahrain. • Launch the GCC BAT/BEP Forum in Kuwait on 21st October 2010.
GCC BAT/BEP Forum Activities • Launching Meeting for the BAT/BEP Forum for the GCC Region held in Kuwait 21st October 2010. • The GCC countries attended were (Kuwait, UAE, Bahrain, Qatar and Oman) as well as several other agencies and institutions including KISR-Kuwait, Zayed Prize-Dubai, GOIC-Qatar, PERSGA-Jeddah, UNEP/ROWA-Bahrain, the Stockholm Convention Secretariat – Geneva, and UNIDO-Vienna. • Bahrain has been confirmed Chair of the GCC BAT/BEP Forum on 10 May 2011 and UAE is the co-chair. • Bahrain will host First Global BAT/BEP Forum in January 2014.

Green Cities for Green Growth(Environmental Entrepreneurs Program) • The development objective of the Eco-town is to enable facilitation of Green Growth by serving as a platform for Green technologies information dissemination and exchange of experiences among cities to create the critical mass of human capital. • Creation of Recycling Industry for Resources Management that would lead to creation of Specialized Environmental Technology Enterprises focusing on waste management, building and construction, energy efficiency, renewable energy and green technology. • Pilot demonstration of Green Cities with a view to make Bahrain the leading country in the region with healthy and wellness aware citizens . (Techno/Agro/Fit/Enviro-preneurs for Green Growth)
Green Growth Strategy for Green Cities in Bahrain • Action Plan: • Conduct an energy efficiency audit especially for street lights and schools as a start. • Assess the current waste management practices and introduce the sustainable policies and technologies for waste management and treatment. • Social housing units based on international codes of green buildings and strict environmental regulations. • Establish an institute for Energy and Environmental Technologies.
Human Capital: Developing a wellness & health cluster opportunities for entrepreneurs (R20). • Action Plan: • Public-Private partnership with the Kuwait Finance House (KFH) to develop a Health & wellness Village as an integral part of their “Arabian Nights” project which will include the Techno-gym wellness Centre; hotels, high end villas, apartments, School (age 6-18), restaurants, spas, shops, state of the art horse track and horse riding school (R20). • Implement the After School All Stars program developed by the Arnold Schwarzenegger Group to all schools in the governorate as a pilot program at schools. • Organize on a yearly basis a series of exhibitions and conferences in the area of green technology, environment, wellness and health at the Bahrain Formula One track facilities.
Human Capital: Developing a wellness & health cluster opportunities for entrepreneurs. • Action Plan Continues: • Develop a specialized certified training centre on fitness, health and wellness which will provide specialized training programs for Arabic speakers. • Establish a specialized TV Channel for Health & wellness and sustainable development. • Promote and facilitate a number of investments opportunities for entrepreneurs and SMEs as aerobic fitness gyms, clubs, healthcare centres, nutrition, dietary programs, sporting activities, spas, specialized retail shops, restaurants and book stores. • Integrate Enviro-preneurs in the Human Capital Program.
Implementation Structure for Green Cities • City Coordination Units(CCUs)will be set up in each participating city and will consist of representatives of the main Ministries, major stakeholder companies, and the UNIDO project coordinator. Each CCU will have a City Project Manager (CPM) and project office. • Project Expert Team (PET). The project team will be comprised of UNIDO project Coordinator, City Project Manager (CPM), municipality policy expert, waste management and disposal expert, health and wellbeing expert, environmental entrepreneurs and industry sector technical experts as required. • UNIDO will provide the overall project coordination management, technical assistance and linkages with all partners.
