  2. NIH has made a made a strategic technical decision to base the eRA/IMPAC II System on a J2EE architecture. Accordingly, new development is now being done on that platform. Existing Oracle applications will be maintained using a reducing number of Oracle programming staff. Existing applications will be migrated to J2EE architecture over time. For the past year, NGIT has been ramping up its J2EE development expertise through outsidehiring and re-tooling existing staff skill sets. Background

To support NIH’s strategic direction, NGIT has applied some fundamental changes to its organization structure and the composition of skills mixes necessary to support eRA/IMPAC II initiatives and priorities. To increase development productivity in an object-oriented environment (Java), NGIT has created a shared development group to support J2EE development needs across the project spectrum. Likewise, a shared group Oracle developers has also been created to better support Oracle-related maintenance needs across all business areas. Regarding staff composition, NGIT is augmenting its Java expertise while reducing staff numbers in Oracle skill areas such as Oracle Forms. Background (cont’d)
