QMP Review • Quality of Materials and Proper Installation is key • Three part Quality Management Program (QMP) - • QC Testing by Contractors • QV Testing by Department Staff • Independent Assurance/Oversight by Department Staff • Contractor QC testing for acceptance is the center piece of the department's Quality Management Program.
QMP Review • Section 701 General QMP Requirements – • 701.2.2 Quality Control Plan • Submit 10 business days before production or placement • Engineer reviews and comments • 701.2.3 Personnel Certification • Personnel required to be trained and certified by HTCP • 701.2.4 Laboratory Certification • Contractor Portable and fixed labs to be reviewed and qualified • See department website for list • Ken Nwankwo POC for qualification, 608-246-5388
QMP Review • Section 701 General QMP Requirements – • 701.2.5 Equipment • Contractor furnishes the necessary equipment and supplies for performing quality control testing. • The engineer may inspect the measuring and testing devices to confirm both calibration and condition. • Calibrate testing equipment according to CMM 8-30 and maintain a calibration record at the laboratory.
QMP Review • Section 701 General QMP Requirements – • 701.2.6 Documentation • Document daily – results to WisDOT contact person same day • Use forms provided in CMM chapter 8. • Enter data into the applicable MRS software within 5 business days after results are available. • If the original document is handwritten and then transferred to an electronic document, the original handwritten document should be maintained as the “source” document.(CMM 8-30.9.6)

QMP Review • Section 701 General QMP Requirements – • 701.3 Contractor Testing • QC testing • Random Sampling Required • Use Sampling and Testing Methods in Spec and CMM • Notify Engineer of failed tests • Engineer may observe sampling and testing • 701.4 Department Testing • QV Testing – usually a percentage of QC Testing • Random Sampling Required • Use same Sampling and Testing Methods as Contractor • Testers required to be certified thru HTCP
QMP Review • Section 701 General QMP Requirements – • 701.3 Independent Assurance • Evaluates Department QV and Contractor QC • Performs Independent Assurance Program • Split Sample testing • Proficiency sample testing • Witness sampling and testing • Test Equipment Calibration checks • Reviews contract req’d data and contractor process control information • Can request additional sampling and testing • Checks to assure testers are certified by HTCP
QMP Review • Dispute resolution process for non-conforming materials - Section 106.3.4.3.5 - defined as: • Engineer and contractor to make every effort to avoid conflict • Contractor Inspections, testing, corrective actions and process control charts are to be used to determine solution • Third party testing will be used if resolution cannot be made by evaluating existing data

HTCP CERTIFICATION • Certification/Training is provided by HTCP- UW Platteville • Multistate-locations, 30% in Platteville • Certification good for 3 Years • Training is provided January thru July • Skilled Technicians trained to national and state standards • Certification is achieved by demonstrating proficiency thru Testing Sampling Techniques, Lab Procedures and Specification knowledge
HTCP RE-CERTIFICATION • Re-Certification required every 3 Years • Certification now expires June of 3rd year • How: • Retake the course • Take the written test on exam day • Schedule a test at HTCP-Platteville • Attend a comprehensive testing site

HMA Truck Box Sampling • QV sampling and testing has increased for HMA • Threshold for QV testing increased from 1/30,000 tons per mix design to 1/5,000 per mix design. • This requirement has increased the workload for sampling • Decision was to add more samplers by utilizing AGG-Techs • HMA-TBS is a self paced course on on-line.

IRI Ride News • Now Effective • New Localized Roughness Threshold • New Category IV PCC and HMA (urban pavement) thresholds • Regional training – April 7 thru April 17 • ½ Day on Spec review, PROVAL Use and Data Analysis • If attending, please bring laptop to load PROVAL and review MRS Data • Engineer post testing ride of pavement needs increased attention • Will be become part of Standard Spec in 2015
