  3. Targeted killing is the deliberate, specific targeted and killing, by a government or its agents, of a terrorist or an ‘unlawful combatant’ who is not in the government’s custody. Definition

Israel has used targeted killings since 1973, when Ehud Barak lead a team into Lebanon to kill 3 terrorists who murdered Israeli athletes at the Munich Olympics • The next time targeted killing was used was in 1996, and Israel used them extensively since September 2000 at the beginning of the Second Intifada. In 2006, the Israeli Supreme Court ruled that targeted killing is a legitimate form of self defense and was legal under Israeli law. • Israel asserts that it focuses on four premises of international law: proportionality, military necessity, minimizing collateral damage, and no alternatives to killing.   8. When the Israeli prime minister approves a target, Israel generally contacts the Palestinian Authority to see if the target can be arrested first. If the target is not arrested, then a file is opened that gives the places where the target can be found and killed, marked “green” for less civilian casualties and “red” for more civilian casualties.
