ETF – european training foundation • The etf is an agency of the european union whit the mission To help transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy
Candidate countries: Former Yugoslav Republic of Macedonia, Iceland, Montenegro, Serbia, Turkey CentralAsia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan Potential candidate countries: Albania, Bosnia and Herzegovina, Kosovo (UNSCR 1244/1999) European Neighbourhood and Partnership Instrument countries - ENP South: Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia and Israel European Neighbourhood and Partnership Instrument countries - ENP East: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine and Russia
Context of partner countries • Important economic and social developments ongoing • Demographics, migration, informal economy, etc • Outdated and non relevant VET systems • Lack of trust and cooperation • No or little stakeholder involvement • Corruption • Input and not outcome based educational systems • Need to modernise curricula, modularisation, open up pathways and access, etc
Why VPL? • Two policy areas: • Reform of qualifications, qualifications systems and developing NQFs (which 27 of our 30 partner countries are doing at the moment) • Circular migration - migrants’ skills, for both potential and returning migrants, are an increasingly important issue and VPL is promoted to enhance mobility and to reduce brainwaste /mismatch
Question of the day Can VPL be used as a reform tool? Should it be used as a reform tool? Putting things into perspective… When in the right time to introduce VPL?
Some examples • Pilot project in Armenia • Both VET provider and employer involvement • Created cooperation for more than VPL • Reforming assessment • Discussions in Georgia • As a tool for Employment services • To create access to further training/education • Progression within the education system • Individualise adult education
Some examples • Pilot project in Ukraine • Both VET provider and employer involvement • Training of assessors, from both education and world of work • Testing new assessment standards • Testing assessment in the workplace The pilot will be extended to more sectors • Designing a project in Palestine • Using IVET curricula for adults • Testing units and unit based assessment • Involvement from employers in assessment • Building flexible training for adults
Or more like climbing a mountain? • Reforms areoftencomplex and needtime • Weknowit’s not a quick fix!
Recommendations for action • Possible success factors • Start now, don’t wait for perfection! Learn and improve along the way! • Start small • Decide for who and why VPL should be developed. Try to find balance between the needs of individuals and the need of systems. Empowerment vs. employability??? • Don’t copy paste! Opportunity: PCs can start from scratch and don’t need adjust to existing systems!??!
