WCO Data ModelKyoto Customs Data Principles • G7 Initiative 1996 - 2001 • Common data sets and uniform electronic messages for cargo report, import, and export declarations • Maximum data requirements for the routine exchange of information between Customs and the trader • Countries to require as little information as necessary for Customs control purposes • Release on minimum information

WCO Data Model • handed over to the WCO in 2002 • updated to version 1.1 (completed – June 2003) • updated to version 2.0 include data pertaining to transit and transport requirements • Other Government Agencies’ requirements deferred to Version 3 • version 2.0 was endorsed by the WCO Council in June 2005

WCO Customs Data ModelSupport Single Window Environments • Scope of WCO Data Model Version 3.0 (I) • Deferred DMRs from version 2.0 • TIR / Transit • Authority Response Messages • Further alignment with CEFACT Core Component Technical Specification (CCTS) and CCTS terminology, • To take into account the view of trade/transport • Review and resolve inconsistency (e.g data elements from a paper environment)

WCO Customs Data ModelSupport Single Window Environments • Scope of WCO Data Model Version 3.0 (II) • OGA (Other Government Agencies) • Only processes directly related to compliance with border controls: goods, means of transport and crew • at least “agriculture” and Sanitary/Phytosanitary • No license/permit application/request/approval processes • Dangerous waste (Basel Convention) • WCO Data Model takes into account the Single Window Concept (data requirements and reducing redundancies)

  17. The Way Forward • Publication of Version 2 end Oct. 2006 • DMRs UN/EDIFACT to amend CUSXXX messages 2006 • Development of Version 3, 2008 • G8 countries and APEC economies agreed to implement Data Model, where possible • CA, US, UK, NL, IN, JP, KE, ZA, others • Pilot projects
