Members in Gauteng went through a preparation process for future projects with a facilitator as they were categorized into: Small (74 companies) Medium (23 companies handling project sizes of 1-3.9mil) Large (14 companies in total handling projects of R4mil upwards) According to core competencies and a validation process of their company profiles Competency gaps were identified and will be overcome through forming JVs, doing capacity building and mentoring A proposal will be submitted to prospective clients for consideration This process will be repeated in other provinces PREPARATION PROCESS
Welcomed as a job creation and empowerment programme SAWiC attended preparation and planning meetings SAWiC offered to help monitor implementation SAWiC members were encouraged to register on municipal databases PERSPECTIVE OF EPWP
Attitude and willingness of officials at municipal and implementation level to incorporate and award opportunities to women Lack of the roll-out of a concise and user-friendly training programme taking cognisance of the realities of being a contractor The interpretation of the definition of ‘unemployed’ – contractors are not guaranteed of contracts throughout the year and are sometimes then ‘unemployed’ along with their workforce SAWiC members can participate as contractors, trades persons and labour. The challenge for small contractors generally will be if they personally completed or have been registered in a skills programme NQF level 2 unit standard or have supervisory staff who have done so during the period 1 April 2004 to 30 June 2005. For them it is often about survival and they battle to find the time of have the means to have qualified to this EPWP criterion. Perceived constraints of EPWP
