Downtown Orlando Outlook Plan • The Downtown Outlook Plan (“Plan”)is the guiding document for the CRA • The “Plan” outlines a range of projects/ initiatives that may be undertaken by the CRA to eliminate slum and/or blight conditions • Any project or program a CRA wishes to undertake must be included in the redevelopment “Plan” • Pursuant to 163.387(1), increment revenues are to be used by the CRA to finance or refinance any community redevelopment it undertakes pursuant to the approved Plan.
Downtown Outlook Plan History • 1982 – Downtown Orlando Redevelopment Area Plan • 1990 – Downtown Orlando Redevelopment Area Plan Amendment • 2000 – Downtown Outlook Part I • 2007 – Downtown Outlook Part II (CRA expansion/Citrus Bowl) • 2010 – Downtown Outlook Part III (Proposed amendment)
Downtown Orlando Plan Amendment Context • Since the CRA was established, there has been: • Shift to a stronger downtown residential market • Emphasis on the Parramore Community • Emphasis in development of the Community Venues • Completion of numerous studies and reports • Impact on overall economic conditions
Proposed Amendment Overview • The proposed 2010 “Plan” amendment is built upon numerous plans and studies that include the following: • Downtown Orlando 20-Point Strategic Plan, September 2003 • Mayor’s Parramore Task Force Report, June 2004 • Mayor’s Working Committee on Homelessness, Executive Summary, June 2004 • Downtown Orlando Community Venues Plan, November 2006 • Downtown Orlando Transportation Plan, November 2006 • Parramore Town Center Strategic Vision, January 2007 • Downtown Orlando Creative Village Concept Team Report, March 2007 • Downtown Transit Circulator Expansion Study, July 2007 • Ten 2 End: Report of the Central Florida Regional Commission on Homelessness, February 2008 • Downtown Orlando Retail and Entertainment Study, December 2009
Proposed Amendment Overview • Strengthens CRA commitment to the holistic revitalization of the Parramore Community (housing, public safety, parks & open space, mobility, job creation, education, etc.) • Reinforces CRA commitment to Retail Revitalization • Reinforces CRA commitment to Sustainability Initiatives • Enables CRA to provide capital and/or operational funding to the Coalition for the Homeless • Facilitates CRA involvement in the Creative Village project • Strengthens CRA commitment to transit circulator expansion to complement the near future SunRail
Plan Amendment Rationale • Proposed amendment facilitates participation in projects/initiatives deemed appropriate and desirable for the continued redevelopment of the Community Redevelopment Area • Downtown Outlook does not obligate CRA funding [any future participation would require CRA approval] • Downtown Outlook positions CRA to move on projects/initiatives envisioned for the next decade
Downtown Outlook Part III ProcessSection 163.361 defines a process for amending the redevelopment plan • CRA Advisory Board forwards Plan Amendment to CRA • CRA “accepts” Plan Amendment and forwards to LPA/MPB • LPA/MPB reviews proposed Plan Amendment for conformity with Comprehensive Plan/Growth Management Plan • Notification provided to taxing authorities and public
Downtown Outlook Part III Process • CRA meets to review comments received from MPB and taxing authorities then considers approval & submits to City Council with any recommended changes • City Council receives Plan Amendment from CRA, holds hearing on Plan Amendment & considers approval of Plan Amendment • City Council Adopts Plan Amendment by Resolution • City Council First reading of ordinance amending trust fund ordinance and Public Hearing • City Council Second reading and final approval/adoption of ordinance amending trust fund ordinance
Downtown Outlook Plan Amendment Conclusion • Outlook III looks ahead 10+ years. • Strategically positions CRA to continue sustainable growth/development and elimination of slum and blight. • Facilitates CRA investment into programs/initiatives vital to job retention/creation (i.e., retail growth, educational assets, mobility and social services). • FRA considers Downtown Orlando CRA to be a state leader….Outlook III allows continued success.
