    2. What is severe need breakfast? Severe need breakfast is a USDA program that provides additional breakfast reimbursement to schools who serve at least 40% or more of school lunches to children who qualify for free or reduced price meals. REIMBURSEMENT RATES Regular Breakfast vs. Severe Need Breakfast Qualifying schools receive higher reimbursement s for each breakfast they serve to students in the free and reduced priced category. For Example; During the 2009/2010 school year the federal reimbursement for each breakfast served to students qualifying for free meals is and the for students qualifying for reduced priced meals. Schools that qualify for severe need breakfast rates will receive an additional cents for every free and reduced breakfast they serve. Paid reimbursement remains the same as regular breakfast.     4. DOES YOUR SCHOOL QUALIFY? It is important to remember that eligibility is determined on a school by school basis as listed in the most current copy of the Wisconsin school directory which may list more than one school even for districts which may be housed in one building. For example a pk-12 building may list an elementary school and a high school in the directory. It should also be noted that schools are required to apply for severe need rates when the online contract is renewed each year.     6. The term School means… Each school as listed in the Wisconsin School Directory regardless of the number of serving sites. Updating the contract Main policy page – (Policy Statement Part II) Indicate which schools (sites) will be participating severe need breakfast It is important to note that some schools may be participating in both severe need and non-severe need breakfast. ENTERING MEAL COUNTS ONLINE CONTRACT – SCHEDULE A EACH SCHOOL IS A POTENTIAL SEVERE NEED BREAKFAST SCHOOL MUST BE ABLE TO SEPARATE MEAL COUNTS BY SITE Once the main policy page has been updated you will proceed to schedule A of the contract to update the lunch counts for each school qualifying for severe need. Remember that each school in your system may qualify for severe need rates but in order to verify eligibility you must have an adequate system for separating meal counts by individual schools.     12. After the new page opens, you will need to enter the qualifying lunch numbers by category in the spaces provided under severe need breakfast. Remember that the qualifying counts are obtained from lunches served in the second preceding school year.     13. Submitting claims for severe need breakfast Severe need breakfast is entered separately from regular breakfast rates.     14. Select the appropriate program for each school When submitting your monthly online claim you will need to select the program you are claiming for from the drop down box. For example if you have two schools in the regular breakfast program you would select regular breakfast from the dropdown box and submit the claim for the qualifying schools. Once that claim is submitted you would go back in and select the severe need breakfast program and submit the claim for the severe need schools.
