ASEAN Customs Transit System - ACTS The proposal for Transit includes: • A single goods declaration from departure to destination • A single guarantee valid for the whole regional journey • Significant concessions for Authorised Transit Traders (ATT) • Protocol 7 of AFAFGIT
ACTS The proposal for Transit include • Acceptance that Customs controls carried out in one country are accepted by any other • Pilot system in Thailand, Malaysia and Singapore
ACTS A secure and efficient system through: • Full end to end computerization of operations • As per article 4 of Technical Appendix of Protocol 7 • Proven operators authorised to use simplified procedures
ACTS A secure and efficient system through: • A complete Customs to Customs network • A complete Customs to Business network • Free movement for trucks and drivers
ACTS Computerization provides: • Immediate acquittal of individual movements • Full monitoring and fast acquittal of Guarantee

ACTS Additional benefits for Customs: • The computerised backbone (the network linking the members) can also be used for: • Enforcement and risk management information systems for use against: • Counterfeiting and commercial fraud • Smuggling
ACTS Under ARISE: • Identification of transport barriers • Recommendations to assist removal of barriers • Analysis of technical cooperation needs • Assist implementation of relevant protocols
ACTS Under ARISE: • Co-operation with ASEAN Single Window for networking • Recruitment of extra Customs & Transport Officers in ASEAN Secretariat
ACTS Next steps: • Liaise with NTTCCs in pilot countries • Set up national ACTS management teams • Job descriptions • Training for Customs, Transport & Trade • Develop procedure manuals for Customs, Transport & Trade
