Inland ECDIS: nextsteps Common Issues Meeting 2013-11-13 Zagreb
Commission Regulation Inland ECDIS • Commission Regulation No. 909/2013 • The Commission Regulation is based on edtion 2.3 of the standard, which as also been adopted by CCNR (2011) and UNECE (2012) and is recommended by the Danube Commission (2011) • Member states have to produce Inland ENCs in accordance with this standard within 30 months after the entry into force of the Commission Regulation (29.09.2013) 2
Next steps: Encoding Guide • An updated version 2.3.6 of the Encoding Guide for Inland ENCs will be published based on the adopted Change Requests by the end of the year. • Itwill be fully compatible with edition 2.3 of the Product Specification and the Feature Catalogue • No change of the data exchange format, no software update necessary, just a recommendation of the Expert Group to the chart producers how to encode certain elements which are not mentioned in earlier versions; therefore no formalisation necessary 3
Next steps: future editions • Italy has announced some Change Requests because of different fairway marks on the river Po • More than 30 Change Requests which can only become effective in a new edition of the standard have been adopted since 2010 • China has also announced CRs for 2014 • CCNR is discussing minimum requirements for information mode • A new edition 2.4 could be adopted by the expert group in autumn 2014 4
Next steps: alignment with S-101 • The current Inland ECDIS standard is based on the S-57 and S-52 standards of IHO for maritime navigation • IHO will replace these standards by the new S-101 • Existing maritime ECDIS applications could theoretically be updated to read Inland ENCs, but most providers do not even offer such an update and everyone waits for S-101 (which will be open for other products) • Inland ECDIS should be aligned with S-101 to ensure full compatibility • Time planning: in use by 2018 5
